Public Safety Committee Meeting Minutes - Final May 18, 2021
Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines
recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of
the public) while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

A motion was made by Councilman Hug, seconded by Councilwoman Hallums
Quillman, to approve the minutes from the February 2, 2021 Public Safety
Committee Meeting.
The motion carried by the following vote:

A motion was made by Councilman Hug, seconded by Councilwoman Hallums
Quillman, to approve the minutes from the March 30, 2021 Public Safety

REQUEST FOR APPROVAL TO PURCHASE ONE (1) FORD TRANSIT 350
HD CARGO VEHICLE FOR THE POLICE DEPARTMENT IN THE AMOUNT
OF $48,510.00
Purchase of One (1) Ford Transit 350 HD Cargo Vehicle for the 250-21
Police Department

This request was accidentally put on the agenda and it should be listed under
old business. This purchase request was previously approved at the March 30,
2021 Public Safety Committee Meeting.
Deputy Chief Batis gave the Committee background status of the current van for
narcotics and tactical. He also discussed the purchase of the new van.
Mr. Price discussed the purchase of the new van.
Councilman Hug asked if there is money in the budget. Mr. Price answered.
There was a brief discussion among the Committee members.
A motion was made by Councilman Clement, seconded by Councilman Hug, to
recommend for approval to the full Council Purchase of One (1) Ford Transit
350 HD Cargo Vehicle for the Police Department in the amount of $48,510.00
The motion carried by the following vote:

Mr. Price explained that the Purchase of Three 2020 Ford Fusion Vehicles for
the Police Department was changed from $65,285.68 to $62,250.00. He said
that D'Orazio Ford in Wilmington offered the same vehicles for $3,000 less.
A brief discussion was held regarding the purchase of the vehicles.
Chief Batis gave the Committee background information on the investigations
division vehicles.
Mr. Price briefly discussed the purchase of the vehicles.
Councilman Hug asked how this purchase would be paid. Deputy Chief Batis
replied.
A motion was made by Councilman Clement, seconded by Councilman Hug, to
recommend for approval to the full Council the Purchase of Three 2020 Ford
Fusion Vehicles for the Police Department in the amount of $62,250.00
