In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Present Jan Hallums Quillman, Larry E. Hug and Joseph Clement ALSO PRESENT: Chief of Police Dawn Malec, Deputy Chief Sherrie Blackburn, Lieutenant Joe Egizio, Sergeant Shana Wendt, Sergeant James Rouse, SPC Maria Hernandez Green, Jeff Price - Superintendent of Fleet Services and Bob Okon - Herald News APPROVAL OF MINUTES TMP-2201 Attachments: Minutes 07-06-21 A motion was made by Councilman Clement, seconded by Councilman Hug, to approve the minutes of the July 7, 2021 Public Safety Committee Meeting. The motion carried by the following vote: Aye: Hallums Quillman, Hug and Clement CITIZENS TO BE HEARD ON AGENDA ITEMS None. REQUEST TO APPROVE CHANGES TO THE BUREAU OF JUSTICE ASSISTANCE FY 20 CORONAVIRUS EMERGENCY SUPPLEMENTAL FUNDING PROGRAM Request to Approve Changes to the Bureau of Justice 419-21 Assistance FY 20 Coronavirus Emergency Supplemental Funding Program Attachments: Approver Report Page 1 of 5 Public Safety Committee Meeting Minutes - Final September 7, 2021 Deputy Chief Blackburn said that the grant was started in FY 2020. Ms. Hernandez Green discussed changes to the Bureau of Justice Emergency Coronavirus FY 20 grant. She said that two projects have been approved by the Bureau of Justice Assistance. The first project is the purchase of a wellness app. Deputy Chief Blackburn spoke about a department wide survey soliciting feedback from officers and of the top five concerns, officer well being was number five on the list. She briefly discussed the wellness app. Councilwoman Quillman briefly discussed mental health. Their was a brief discussion about the wellness app. Ms. Hernandez Green said that the second project is the purchase of air purifiers. She briefly discussed air purifiers and air filters. Councilwoman Quillman asked how many filters are being purchased. Ms. Hernandez Green replied. There was a brief discussion about the wellness app. A motion was made by Councilman Hug, seconded by Councilman Clement, to recommend for approval by the full Council Request to Approve Changes to the Bureau of Justice Assistance FY 20 Coronavirus Emergency Supplemental Funding Program. The motion carried by the following vote: Aye: Hallums Quillman, Hug and Clement AUTHORIZATION TO AMEND COMPENSATION STRUCTURE FOR CROSSING GUARDS Authorization to Amend Compensation Structure for Crossing TMP-2356 Guards Attachments: Crossing Guard Proposal Sergeant Rouse gave background information to the Committee about Crossing Guards. He also spoke about Compensation Structure for Crossing Guards. There was a brief discussion on Crossing Guards. A motion was made by Councilman Hug, seconded by Councilman Clement, to recommend for approval to the full Council Authorization to Amend Compensation Structure for Crossing Guards. Page 2 of 5 Public Safety Committee Meeting Minutes - Final September 7, 2021 The motion carried by the following vote: Aye: Hallums Quillman, Hug and Clement REQUEST TO PURCHASE ONE (1) FORD EXPLORER FOR THE POLICE DEPARTMENT TRAFFIC UNIT IN THE AMOUNT OF $45,656.92 (1 CAMZ COMMUNICATIONS $1,755.80, 1 ELEMENT GRAPHICS $750.00, 1 IT COMMUNICATIONS GEAR $5,000.00) FOR A TOTAL OF $53,162.72 Purchase of one (1) Ford Explorer for the Police Department 420-21 Traffic Unit Attachments: Approver Report Sergeant Rouse gave the Committee background information about truck scales. He said different businesses have acquired certified scales for weighing purposes and have allowed officers use of the scales. He asked that the funds allocated for the purchase of truck scales be reallocated to purchase an additional vehicle to maximize truck enforcement efforts. Councilwoman Quillman asked the reason for reallocating these funds. Sergeant Rouse replied. Councilman Hug asked what happens if someone gets pulled over, are they taken to one of the participating locations? Sergeant Rouse replied. Councilwoman asked if the full amount is going to the purchase of the truck. Sergeant Rouse replied. A motion was made by Councilman Clement, seconded by Councilman Hug, to recommend for approval to the full Council Purchase of one (1) Ford Explorer for the Police Department Traffic Unit in the amount of $45.656.92 (1 CAMZ Communications $1,755.80, 1 Element Graphics $750.00, 1 IT Communications Gear $5,000) for a total of $53,162.72. The motion carried by the following vote: Aye: Hallums Quillman, Hug and Clement AUTHORITY FOR THE FUTURE EXPENDITURE AND PURCHASE OF TWO (2) PRISONER TRANSPORT VEHICLES (PTVS) FOR THE OPERATIONS DEPARTMENT. THIS VEHICLE PURCHASE DOES NOT HAVE AN EXACT PRICE, BUT BASED ON ESTIMATES THIS WILL BE A PURCHASE NOT TO EXCEED $160,000.00 FOR BOTH VEHICLES. CURRENTLY IT IS UNKNOWN WHEN THESE VEHICLES WILL BE AVAILABLE. THESE FUNDS ARE AVAILABLE FROM FORFEITURE ACCOUNT ORG: 22160020 PROJECT: ART36 Page 3 of 5 Public Safety Committee Meeting Minutes - Final September 7, 2021 Councilwoman Quillman spoke about the future purchase of two Prisoner Transport Vehicles (PTVs). This will be a purchase not to exceed $160,000.00. If the purchase if for a less amount there will be a change order. Mr. Price discussed the purchase of two Prisoner Transport Vehicles (PTVs). He said that the two current Prisoner Transport Vans are at the end of their life. A motion was made by Councilman Hug, seconded by Councilman Clement, to approve at Committee level the Authority for the Future Expenditure and Purchase of two (2) Prisoner Transport Vehicles (PTVs) for the Operations Department. This will be a purchase not to exceed $160,000.00. The motion carried by the following vote: Aye: Hallums Quillman, Hug and Clement PURCHASE OF A BASE 2021 FORD EXPLORER FROM D'ORAZIO FORD FOR THE INVESTIGATIONS DEPARTMENT IN THE AMOUNT OF $36,510.00, PLUS $12,500.00 IN LIGHTING, UPFITTING AND IT INSTALL NEEDS FOR A TOTAL OF $49,010.00. THESE FUNDS ARE AVAILABLE FROM STATE ASSET FORFEITURE ACCOUNT ORG: 22160020 PROJECT: STFOR Councilman Hug said that not a lot of explanation is needed since funds being used are from the state forfeiture account. A motion was made by Councilman Hug, seconded by Councilman Clement, to recommend for approval to the full Council Purchase of a Base 2021 Ford Explorer from D'Orazio Ford for the Investigations Department in the Amount of $36,510.00 plus $12,500.00 in Lighting, Upfitting and IT Install Needs for a total of $49,010.00. The motion carried by the following vote: Aye: Hallums Quillman, Hug and Clement NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Councilwoman Quillman spoke about ATVs causing problems in the neighborhoods. There was a brief discussion on ATVs and on what the Joliet Police Department is dealing with the problem. PUBLIC COMMENTS None.
