Hug Bettye Gavin Terry Morris Public Service Committee Meeting Minutes - Final December 14, 2020 Page 1 of 1 Public Service Committee Meeting Minutes - Final December 14, 2020 The Governor’s Office and the Illinois Department of Public Health activated a Tier 3 mitigation plan for all regions of the State of Illinois, effective Friday, November 20, 2020. In an effort to support these mitigation measures, the City of Joliet is limiting in person attendance in the council chambers to 10 people. During meetings, groups of 10 people will be staged in various locations within city hall. These groups will wait in areas with a live feed to the meeting until the Citizens to Be Heard on Agenda items section, the Public Hearing has commenced or the Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov OR register “To Be Called To Speak”. APPROVAL OF MINUTES Minutes - 11-30-20 ID-220-20 Attachments: Minutes 11-30-20 A motion was made by Councilwoman Gavin, seconded by Councilman Morris to approve the Minutes of the November 30-2020 Public Service Committee Meeting. The motion carried by the following vote: Aye: Hug, Gavin and Morris CITIZENS TO BE HEARD ON AGENDA ITEMS No one has signed up and no one is in attendance. Change Order No. 1 for the 2020 Utilities Electrical ID-222-20 Maintenance Service Agreement to Eliott Electric in the amount of 18,779.54 Attachments: Approver Report Allison Swisher discussed this Change Order, in the amount of $18,779.54, on behalf of Elliot Electric Inc. Change Order No. 10 for the 2018 Sanitary Sewer ID-223-20 Rehabilitation Program to Michels Corporation Attachments: Approver Report Allison discussed Change Order which is a time extension of 17 days on behalf of Michels Corporation. A motion was made by Councilwoman Gavin, seconded by Councilman Morris to recommend for approval to the full Council Change Orders/PayEstimates/Final Payments Item No's ID-222-20 and ID-223-20. Resolution Adopting a Policy for the Maintenance and ID-224-20 Repair of Vaulted Sidewalk Attachments: Resolution Vaulted Walk Maintenance Policy Exhibit Approver Report Greg Ruddy discussed this Resolution for the repair and inspection of vaulted sidewalks that have been deteriorating. b. Ordinance Accepting a Temporary Construction ID-225-20 Easement for 1951 Hollywood Road for the Houbolt Road (I-80 - US Route 6) Interchange Modification and Roadway Reconstruction Project - MFT Sect. No. 16-00503-00-PV Attachments: Ordinance Approver Report Greg Ruddy discussed the easement necessary for this interchange modification project. c. Application for a Drive Thru Permit for a Gas N Wash Car ID-226-20 Wash at 5951 Theodore Street Attachments: Drive Inn Permit - Gas and Wash 20-121 Car Wash D-T Exhibit 11-23-20 Approver Report Page 2 of 3 Public Service Committee Meeting Minutes - Final December 14, 2020 Greg Ruddy discussed this drive thru permit for this car wash. A motion was made by Councilwoman Gavin, seconded by Councilman Morris to recommend to the full Council for approval Ordinances / Resolutions Item No's ID-224-20, ID-225-20 and ID-226-20. The motion was carried by the following votes: Aye: Hug, Gavin and Morris Ordinances / Resolutions Items Approved NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION a. Report on Hydrant Repairs, Valves, Utilities Contracted ID-218-20 Services, and Water Main Breaks Attachments: Valve Hydrant Break Report 12-04-2020 (003) Allison Swisher discussed the 3 water main breaks repaired, 2 valves and 6 fire hydrants. Councilman Hug recommended this report be done only once a month. This report will be on the Agenda the first Public Service Meeting of each month now. b. Alternative Water Source Program ID-219-20 Allison Swisher discussed the next workshop on Thursday, December 17, 2020. Representatives from the City of Chicago will be here as well as the City of Hammond. They will present their options and be available for any questions. Last Friday the City of Joliet went to tour the water treatment plant for the City of Chicago. PUBLIC COMMENT No one has signed up and no one is in attendance.
