Hug Bettye Gavin Terry Morris Public Service Committee Meeting Minutes - Final January 19, 2021 Page 1 of 1 Public Service Committee Meeting Minutes - Final January 19, 2021 The Governor’s Office and the Illinois Department of Public Health activated a Tier 3 mitigation plan for all regions of the State of Illinois, effective Friday, November 20, 2020. In an effort to support these mitigation measures, the City of Joliet is limiting in person attendance in the council chambers to 10 people. During meetings, groups of 10 people will be staged in various locations within city hall. These groups will wait in areas with a live feed to the meeting until the Citizens to Be Heard on Agenda items section, the Public Hearing has commenced or the Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov OR register “To Be Called To Speak”. Hug, Bettye Gavin and Terry Morris ALSO PRESENT: Jim Trizna - Director of Public Works, Allison Swisher - Director of Public Utilities, Greg Ruddy - Public Works Administrator, Owen Dean - Civil Engineer III, and Resident - Jay Ringo. APPROVAL OF MINUTES A motion was made by Bettye Gavin, seconded by Terry Morris, to approve the Minutes of the January 4, 2021 Public Service Committee Meering. Professional Engineering Services Agreement for the Aux ID-249-20 Sable Wastewater Treatment Plant Screening Improvements to Donahue & Associates, Inc. in the amount of $42,500.00 Allison Swisher, Director of Public Utilities, discussed the Professional Engineering Services for the Aux Sable Wastewater Treatment Plant Screening Improvements, in the amount of $42,500.00, on behalf of Donahue & Associates, Inc. b. Contract for the Well Rock 1 Rehabilitation Project to ID-250-20 Cahoy Group in the amount of $253,729.00 Page 1 of 4 Public Service Committee Meeting Minutes - Final January 19, 2021 Allison Swisher discussed the Well Rock 1 Rehabilitation Project, in the amount of $253,729.00, on behalf of Cahoy Group. c. Contract for the Aux Sable Wastewater Treatment Plant ID-251-20 Devicenet Upgrade to Wunderlich-Malec in the amount of $58,800.00 Allison Swisher discussed the Aux Sable Wastewater Treatment Plant Decivenet Upgrade in the amount of $58,800.00, on behalf of Wunderlich Malec. d. Amended Award of Contract to the Forest Park Phase 2 ID-252-20 Water Main Improvements Project to Austin Tyler Construction in the amount of $1,489,133.50 Allison Swisher discussed the Amended award of Contract to the Forest Park Phase 2 Water Main Improvements Project, in the amount of $1,489,133.50, on behalf of Austin Tyler Construction, Inc. A motion was made by Bettye Gavin, seconded by Terry Morris, to recommend for approval to the full Council Contract Items ID-249-20, ID-250-20, ID-251-20 and ID-252.20. The motion carried by the following vote: Aye: Hug, Gavin and Morris Contract Items Approved CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS a. Change Order No. 2 in the amount of $ 36,114.19 and ID-253-20 Payment Request No. 5 and Final in the amount of $100,100.89 for the 2019 Roadways Resurfacing Contract B - MFT Section 19-00521-00-RS to Austin Tyler Construction Greg Ruddy, Public Works Administrator, discussed Change Order No. 2, in the amount of $36,114.19, on behalf of Austin Tyler Construction, Inc. Also discussed is the final payment in the amount of $100,100.89. b. Change Order No. 2 for the GPS / AVL Professional ID-254-20 Services Contract to Skyhawk Telematics in the amount of $11,142.00 Jim Trizna, Public Works Director, discussed Change Order No. 2, in the amount of $11,142.00, on behalf of Skyhawk Telematics. c. Change Order No. 1 for the Rock Run Water Tower ID-255-20 Reconditioning Project to Era Valdivia Contractors in the amount of $9,350.00 Allison Swisher discussed Change Order No. 1, in the amount of $9,350.00, on behalf of Era Valdivia Contractors. The motion carried by the following vote: Aye: Hug, Gavin and Morris Change Orders / Pay Estimates / Final Payments Items Approved ORDINANCES AND RESOLUTIONS a. Resolution Appropriating Motor Fuel Tax Funds for the ID-256-20 2019 MFT Roadways Resurfacing Contract B - MFT Section 19-00521-00-RS in the amount of $36,114.19 Attachments: Resolution Greg Ruddy discussed this MFT Resolution. b. Ordinance Proposing the Establishment of the 2021 ID-257-20 Special Service Area No’s 1 and 2 Attachments: Ordinance Charity SSA Spreadsheet Charity Plat Ordinance - Harwood SSA 2 Harwood SSA Spreadsheet Harwood Plat Jim Trizna discussed the Ordinance proposing the establishment of the 2021 Special Service Area No. 1 and No. 2. A motion was made by Bettye Gavin, seconded by Terry Morris, to recommend for approval to the full Council Ordinances/Resolutions Item No's ID-256-20 and ID-257-20. The motion carried by the following vote: Aye: Hug, Gavin and Morris Resolutions and Ordinances Approved NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION a. Alternative Water Source Program ID-248-20 Allison Swisher discussed compiling the comments from the public and other other sources that will be given to the Council Members by the end of the week. There will be a special City Council meeting on January 28, 2021 to present the Page 3 of 4 Public Service Committee Meeting Minutes - Final January 19, 2021 selection to vote on. PUBLIC COMMENT Jay Ringo, resident of 722 Marion, spoke about ordinance wording regarding sewer line maintenance. The city maintains the Sewer Main and not the connection nor private sewer lateral. There is 68' feet of sanitary sewer that Mr. Ringo believes should not have to be maintained due to conversations had in the early 1990's. The liner cost is $55 a foot. Councilman Hug proposes running this past legal and bring it back to the next meeting. NOTE: There is a new temporary procedure for public speaking.
