Hug Bettye Gavin Terry Morris Public Service Committee Meeting Minutes - Final February 1, 2021 Page 1 of 1 Public Service Committee Meeting Minutes - Final February 1, 2021 The Governor’s Office and the Illinois Department of Public Health has activated a Tier 1 mitigation plan for Region 7 (Will and Kankakee Counties). Tier 1 limits in-person meetings to 25 people or 25% of overall room capacity (whichever is less). Council Chambers allows for 10 members of the public while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Present Larry E. APPROVAL OF MINUTES A motion was made by Terry Morris, seconded by Larry E. Hug, to approve the Minutes of January 19, 2021 Public Service Committee Meeting. Approve a Professional Services Agreement for the 2022 ID-266-20 Water System Rehabilitation Program with Baxter & Woodman Inc. in the amount of $998,500.00 Attachments: 2022 Water System Rehab Program Project List.docx Allison Swisher, Director of Public Utilities, discussed the 2022 Water System Rehabilitation Program, in the amount of $998,500.00, with Baxter & Woodman Inc. b. Purchase Water Metering Equipment from Core & Main in ID-267-20 Page 1 of 4 Public Service Committee Meeting Minutes - Final February 1, 2021 the amount of $168,355.00 Amy Ferris, Deputy Director - Engineering, discussed the purchase of water metering equipment, in the amount of $168,355.00, on behalf of Core & Main. c. Request for Authorization to Approve Amendment No. 5 ID-269-20 to the Professional Services Agreement for the Essington Road / Jefferson Street Interceptor Sewer Project to Robert E. Hamilton Consulting Engineers in the amount of $13,130.00 Amy Ferris discussed this Amendment, in the amount of $13,130.00, on behalf of Robert E. Hamilton Consulting Engineers. A motion was made by Terry Morris, seconded by Larry E. Hug, to recommend for approval to full Council Contract Items ID-266-20, ID-267-20, and ID-269-20. The motion carried by the following vote: Aye: Hug and Morris Absent: Gavin Contract Items Approved CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS a. Approve Amendment No. 3 to the Preliminary Engineering ID-270-20 Agreement with CSX Transportation, Inc. for the Houbolt Road (Hollywood Road) Railroad Crossing Widening in the amount of $8,000.00 Attachments: CSX Amendment Letter Greg Ruddy, Director of Public Works, discussed Amendment No. 3, in the amount of $8,000.00, on behalf of CSX Transportation, Inc. Also discussed was payment of $8,000.00 to CSX Transportation, Inc. A motion was made by Terry Morris, seconded by Larry E. Hug, to recommend for approval to the full Council Change Orders/Pay Estimates/Final Payments Item No. ID-270-20. Resolution Accepting a Public Utility Easement from 105 ID-271-20 Nicholson Street for the 2020 Sanitary Sewer Point Repair Project Attachments: Resolution 105 Nicholson Easement Agreement.pdf Amy Ferris discussed the Resolution to accept a public utility easement from 105 Nicholson Street. b. Resolution Accepting a Public Utility Easement for 509 ID-272-20 Jefferson Street for the 2020 Sanitary Sewer Point Repair Project Attachments: Resolution 509 Jefferson Easement Agreement.pdf Amy Ferris discussed the Resolution for 509 Jefferson Street. A motion was made by Terry Morris, seconded by Larry E. Hug, to recommend for approval to the full Council Ordinances and Resolutions Item No's ID-271-20 and ID-272-20. The motion carried by the following vote: Aye: Hug and Morris Absent: Gavin Ordinances and Resolutions Approved NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION a. Report on Hydrant Repairs, Valves, Utilities Contracted ID-264-20 Services, and Water Main Breaks Attachments: Valve Hydrant Break Report 1-25-2021 (003) Allison Swisher discussed this report. The total of water main breaks in 2020 was 189. b. Alternative Water Source Program ID-265-20 Allison Swisher stated that she will be moving ahead with preliminary design work.
