Hug Bettye Gavin Terry Morris Public Service Committee Meeting Minutes - Final March 15, 2021 Page 1 of 1 Public Service Committee Meeting Minutes - Final March 15, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Present Larry E. APPROVAL OF MINUTES A motion was made by Councilwoman Gavin, seconded by Councilman Hug, to approve the Minutes of the March 1, 2021 Public Service Committee Meeting. Award a Contract for the 2021 - 2023 City of Joliet ID-308-20 Mosquito Abatement Program to Clarke Environmental in the amount of $34,383.00, $35,070.00, and $35,772.00 Greg Ruddy, Director of Public Works, discussed the 2021 - 2023 City of Joliet Mosquito Abatement Program, in the amount of $34,383.00, $35,070.00, and 35,772.00, to Clark Environmental Mosquito Management, Inc. b. Approve Purchase for Sensus Advanced Metering ID-309-20 Infrastructure (AMI) Base Station for Rock Run Water Tower to Core & Main in the amount of $34,500.00 Page 1 of 5 Public Service Committee Meeting Minutes - Final March 15, 2021 Terry Morris joined the meeting at 4:37 pm. Amy Ferris, Deputy Director - Engineering, discussed the purchase of an AMI base station for Rock Run Water Tower, in the amount of $34,500.00, on behalf of Core & Main. c. Purchase Water Metering Equipment on behalf of Core & ID-310-20 Main in the amount of $166,898.00 Amy Ferris discussed the purchase of Water Metering Equipment, in the amount of $166,898.00, on behalf of Core & Main. d. Award a Contract for the 2021-2024 City of Joliet ID-311-20 Landscape Maintenance Contract - East to Balanced Environments in the amount of $341,976.00 Greg Ruddy discussed the 2021-2024 City of Joliet Landscape Maintenance Contract - East, in the amount of $83,000.00 for 2021, on behalf of Balanced Environments. Further conversation will be had with Public Works and Beary to see if they can handle both contracts. Greg Ruddy will report back to the council by the meeting on 3/16. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to approve with conditions Contract items No. ID-311-20. Award a Contract for the 2021-2024 City of Joliet ID-312-20 Landscape Maintenance Contract - West to Beary Landscaping in the amount of $362,400.00 Greg Ruddy discussed the 2021-2024 City of Joliet Landscape Maintenance Contract - West, in the amount of $89,280.00 for 2021, on behalf of Beary Landscaping. f. Award a Contract for the Emergency Cleaning of the ID-313-20 8’x10’ Arched Concrete Utility Tunnel to Sheridan Plumbing and Sewer in the amount of $102,743.60 Allison Swisher, Director of Public Utilities, discussed the emergency cleaning contract of the 8' x 10' Arched Concrete Utility Tunnel, in the amount of $102,743.60, on behalf of Sheridan Plumbing. g. Approve a Professional Services Agreement for the 2021 ID-314-20 Annual Service Agreement for Sewer System Monitoring to Emnet, LLC in the amount of $57,734.00 Amy Ferris discussed the Professional Service Agreement for Sewer System Monitoring, in the amount of $57,734.00, on behalf of EmNet, LLC. Award a Contract for the Upgrade to the Eastside ID-316-20 Wastewater Treatment Plant Aeration Controls System to APG Neuros in the amount of $176,980.00 Allison Swisher discussed the upgrade to the Eastside Wastewater Treatment Plant Aeration Controls System, in the amount of $176,980.00, on behalf of APG Neuros. j. Award a Contract for the Well 24D Rehabilitation Project ID-318-20 to Water Well Solutions in the amount of $164,340.00 Allison Swisher discussed the Contract for the Well 24D Rehabilitation Project, in the amount of $164,340.00, on behalf of Water Well Solutions. l. Award a Contract for the Well 25D Rehabilitation Project to ID-319-20 Water Well Solutions, Inc. in the amount of $171,325.00 Allison Swisher discussed the Contract for the Well 25D Rehabilitation Project, in the amount of $171,325.00, on behalf of Water Well Solutions.
