Hug Bettye Gavin Terry Morris Public Service Committee Meeting Minutes - Final April 5, 2021 Page 1 of 1 Public Service Committee Meeting Minutes - Final April 5, 2021 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an opportunity to speak. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Present Larry E. APPROVAL OF MINUTES A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to approve the Minutes of the March 15, 2021 Public Service Committee Meeting. Award a Contract for the 2021 Public Works Landscape ID-330-20 Restoration Program to Seasons Landscape in the amount of $35,226.00 Greg Ruddy, Director of Public Works, discussed the Landscape Restoration Program, in the amount of $35,226.00, on behalf of Seasons Landscape. b. Excavating, Austin Tyler Construction, Inc., and Brandt Excavating, Inc. in the amount of $350,000.00 based on unit prices provided in their bids Allison Swisher, Director of Public Utilities discussed the 2021 On-Call Lead Water Service Line Replacement Program, in the amount of $350,000.00, based on unit prices with multiple contractors provided in their bids. d. Award of Contract for the 2021 Utilities Restoration ID-333-20 Program to Lindblad Construction, Construction by Camco, and P.T. Ferro Construction in an amount not to exceed of $600,000.00 based on unit prices provided in their bids Allison Swisher discussed the 2021 Utilities Restoration Program, in an amount not to exceed of $600,000.00, based on unit prices with multiple contractors provided in their bids. e. Approve a Professional Engineering Services Agreement ID-334-20 for Phase II Engineering Services for the Olympic Boulevard (Houbolt Road - Rock Run Creek) Roadway Extension and Improvements to Patrick Engineering, Inc. in the amount not to exceed $2,407,705.00 Greg Ruddy discussed Phase II Engineering Services for the Olympic Boulevard (Houbolt Road - Rock Run Creek), in an amount not to exceed $2,407,705.00, on behalf of Patrick Engineering, Inc. subject to the approval of a Memorandum of Understanding with Cullinan Properties, Inc. regarding reimbursement of payment for Phase II engineering services. f. Payment for Emergency Water Main Repairs and Valve ID-335-20 Replacements to Austin Tyler Construction in the amount of $40,252.88 Allison Swisher discussed the payment for emergency repairs, in the amount of $40,252.88, on behalf of Austin Tyler Construction, Inc. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval by the full Council Contract Item No's ID-330-20, ID-331-20, ID-332-20, ID-333-20, ID-334-20, and ID-335.20 The motion carried by the following vote: Aye: Hug, Gavin and Morris g. Approve the 2021 Vehicle Purchase Schedule ID-336-20 Attachments: 2021 Vehicle Purchase Exhibit Greg Ruddy discussed the 2021 Vehicle Purchase Schedule for the purchase of Page 2 of 6 Public Service Committee Meeting Minutes - Final April 5, 2021 23 proposed units as part of the ongoing 5-year vehicle replacement plan. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval by the full Council Contract Item No. ID-336-20. The motion carried by the following vote: Aye: Gavin and Morris Nay: Hug Contract Items ID-330-20 through ID-335-20 approved by all Council members. Washington Street Attachments: Change Order 2 100-106 E Washington St Derek Conley, Director of Economic Development, discussed this change order, in the amount of $24,339.92, and final payment, in the amount of $64,339.92, on behalf of Grosshening, Inc. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval by the full Council Change Orders / Pay Estimates / Final Payments Item No. ID-337-20. Channahon Community Park Overhead Sewer Conversion TMP-1318 Allison Swisher and Owen Dean, Civil Engineer discussed the Overhead Sewer Conversion for this property. b. 313 N. Eastern Avenue Overhead Sewer Conversion TMP-1319 Owen Dean discussed this situation. The committee asked for additional information. c. Report on Hydrant Repairs, Valves, Utilities Contracted ID-328-20 Services, and Water Main Breaks Attachments: Valve Hydrant Break Report 3-26-2021 (003) Allison Swisher discussed the five hydrants, five valves and 23 watermain breaks repaired. There are total of 87 watermain breaks for 2021. d. Alternative Water Source Program ID-329-20 This subject will be updated on the second meeting of each month instead of each meeting.
