Public Service Committee Meeting Minutes - Final May 3, 2021
Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines
recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of
the public) while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

Allison Swisher, Director of Public Utilities, discussed the award of the Exterior
Cleaning of the City's Water Storage Tanks, in the amount of $34,000.00, on
behalf of National Wash Authority, LLC.
b. Award of Contract for the Water Treatment Plant ID-363-20
Residuals Disposal Project 2021 to Envirite of Illinois, Inc. in
the amount of $215,000.00

d. Award of Contract for the Purchase of Golf Carts for the ID-365-20
Utilities Division to Harris Golf Cars in the amount of

Allison Swisher discussed the purchase of golf carts, in the amount of
$33,697.00, to Harris Golf Cars.
e. Award of Contract for the Lift Station Pump Replacement - ID-366-20
2021 to Xylem Water Solutions, Inc. in the amount of

Allison Swisher discussed the Left Station Pump Replacement, in the amount of

Amy Ferris, Deputy Director of Engineering, discussed the 2021 Sewer Cleaning
Program, in the amount of $429,921.50, on behalf of National Power Rodding.
g. Award of Contract for the 2021 Pavement Marking ID-368-20
Program - MFT Section No. 21-00539-00-ST to Superior Road
Striping, Inc. in the amount of $191,282.00
Greg Ruddy, Director of Public Works, discussed the 2021 Pavement Marking
Program, in the amount of $191,280.00, to Superior Road Striping, Inc.
h. Purchase of Automated Brine Maker for the Roadways ID-369-20
Department from Cargill, Inc. in the amount of $71,237.00
Greg Ruddy discussed the purchase of the Automated Brine Maker for the
Roadways Division, in the amount of $71,237.00, from Cargill, Inc. This is used
for snow operations.
A motion was made by Councilwoman Gavin, seconded by Councilman Morris,
to recommend for approval by the full Council Contract Item No's ID-362-20,
ID-363-20, ID-364-20, ID-365-20, ID-366-20, ID-367-20, ID-368-02 and
ID-369-20.
