Hug Bettye Gavin Terry Morris Public Service Committee Meeting Minutes - Final July 19, 2021 Page 1 of 1 Public Service Committee Meeting Minutes - Final July 19, 2021 As of June 11, 2021, Governor Pritzker moved Illinois to Phase 5. Under Phase 5, all sectors of the economy can resume at regular capacity with new safety guidelines and procedures. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person who is not fully vaccinated wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL Meeting started at 4:47 pm. Bettye Gavin is on the way. Present Larry E. Hug, Bettye Gavin and Terry Morris ALSO PRESENT: Greg Ruddy - Director of Public Works, Allison Swisher - Director of Public Utilities, Tony Anczer - Deputy Director of Public Utilities, Owen Dean - Civil Engineer, Vincent Alessio - Joliet Township, and Jake Jakovich, Resident. APPROVAL OF MINUTES A motion was made by Councilman Morris, seconded by Councilman Hug, to approve the Minutes of the July 6, 2021 Public Service Committee Meeting. Resolution Accepting a Public Utility Easement and ID-443-20 Temporary Construction Easement from Stonemor Illinois LLC (PIN 05-06-11-409-033-0010; -0020) for the Essington and Jefferson Interceptor Sewer Project Attachments: Resolution Easement Agreement for Parcel 0003.pdf Easement Exhibit for Parcel 0003.pdf Approver Report Allison Swisher discussed the Resolution accepting a Public Utility Easement and Temporary Construction Easement, in the amount of $5,650.00, with Stonemor Illinois LLC. A motion was made by Councilman Morris, seconded by Councilman. Hug, to recommend for approval by the full Council Ordinances and Resolutions Item No's ID-444-20 and ID-445-20. Application for a Drive Thru Permit for a Portillo’s ID-444-20 Restaurant at 1444 N. Larkin Avenue Attachments: Portillos Permit Exhibit - 1444 Larkin Portillos Drive Thru Greg Ruddy, Director of Public Works, discussed the Drive Thru Permit for a Portillo's Restaurant at 1444 N. Larkin Avenue. Bettye Gavin joined the meeting at 4:52 pm. b. Application for a Drive Thru Permit for a Smoothie King ID-445-20 Restaurant at 2504 W. Jefferson Street Page 2 of 3 Public Service Committee Meeting Minutes - Final July 19, 2021 Attachments: Smoothie King Permit Exhibit - 2504 Jefferson Smoothie King Drive Thru Greg Ruddy discussed the Drive Thru Permit request for a Smoothie King Restaurant at 2504 W. Jefferson Street near the Menards. A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval by the full Council Various Item No's ID-444-20 and ID-445-20. The motion carried by the following vote: Aye: Hug, Gavin and Morris Various Items Approved NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION 314 Dewey - Sewer Issue Allison Swisher discussed this. Owen Dean investigated pricing and the lowest price is around $13,000.00 from Stip Bros. The Homeowner will pay half through a payment plan. The City will move forward with hiring Stip Bros. to complete the work. a. Alternative Water Source Program ID-446-20 Attachments: Altnerative Water Source Presentation Allison Swisher discussed the update of the Alternative Water Source Program. The focus of this update is in regards to engineering and 8 Capital Improvements Projects. PUBLIC COMMENT None at this time. ADJOURNMENT A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to adjourn.
