Hug, Councilwoman Bettye Gavin and Councilman Terry Morris ALSO PRESENT: Allison Swisher - Public Utilities Director, Anthony Anczer - Deputy Director Engineering, Greg Ruddy - Public Works Director, Nick Gornick, Bill Baltz, and Councilwoman Jan Hallums Quillman. APPROVAL OF MINUTES A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to approve the September 6, 2022 Public Service Meeting Minutes. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris September 6, 2022 - Public Service Minutes ID-883-20 Attachments: Public Service Minutes 090622.pdf CITIZENS TO BE HEARD ON AGENDA ITEMS None at this time. CONTRACTS Award of Contract for the Purchase of Ammonia Analyzers TMP-4473 for the Westside and Aux Sable Wastewater Treatment Plants to Gasvoda & Assoc Inc. in the amount of $57,650.00 Allison Swisher, Director of Public Utilities, discussed the purchase of YSI ammonia analyzers, in the amount of $57,650.00, on behalf of Gasvoda & Assoc Inc. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP-4473 for full Council approval. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS Change Order No. 1 in the amount of $158,006.61 and Final TMP-4474 Payout in the amount of $258,103.36 for the Essington Road and W Jefferson Street Interceptor Sewer Project to Len Cox & Sons Excavating Anthony Anczer, Deputy Director - Engineering, discussed Change Order No. 1, in the amount of $158,006.61, on behalf of Len Cox & Sons Excavating. Amendment No. 1 to the Professional Services Contract for TMP-4475 the Design / Permitting / Drafting for the Chicago Street (Jefferson - Webster) Water Main Improvement Project to Page 1 of 2 Public Service Committee Meeting Minutes - Final September 19, 2022 CivilTech Engineering, Inc. in the amount of $82,972.10 Anthony Anczer discussed Amendment No. 1 to the Professional Services Contract for the Design / Permitting / Drafting for the Chicago Street Water Main Improvement Project, in the amount of $82,972.10, on behalf of CivilTech Engineering, Inc. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP-4474 and TMP-4475 for full Council approval. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris ORDINANCES AND RESOLUTIONS No Ordinances or Resolutions on this Agenda. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Modifications to the City of Joliet Utility Design & Inspection TMP-4480 Policy Manual Anthony Anczer presented the modifications to the City of Joliet Utility Design & Inspection Policy Manual. Emergency Water Main Break Notification Procedures TMP-4481 Allison Swisher discussed the Emergency Water Main Break Notification Procedures utilizing the Smart Message Community Alerts system. PUBLIC COMMENT None at this time. ADJOURNMENT A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to adjourn.
