Present Councilman Larry E. Hug, Councilwoman Bettye Gavin and Councilman Terry Morris ALSO PRESENT: Allison Swisher - Public Utilities Director; Greg Ruddy - Public Works Director; Anthony Anczer - Deputy Director Engineering; and Joe Johnson APPROVAL OF MINUTES A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to approve the minutes of the January 3, 2023 Public Service Meeting. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris January 3, 2023 Public Service Minutes TMP-5137 Attachments: 01032023 Public Service Committee Meeting Minutes.pdf CITIZENS TO BE HEARD ON AGENDA ITEMS CONTRACTS Purchase of above ground portable lifts to service new style TMP-5124 ambulances to NAPA Genuine Parts in the amount of $86,941.80 Greg Ruddy, Public Works Director, discussed the purchase of above ground portable lifts, in the amount of $86,914.80, from NAPA Genuine Parts. Approve Emergency Repairs to Well 18D to Great Lakes TMP-5125 Water Resources Group in the amount of $51,818.00 Allison Swisher, Public Utilities Director, discussed the Emergency Repairs to Well 18D, in the amount of $51,818.00, from Great Lakes Water Resource Group. Award of Contract for NPDES / Water Quality Compliance TMP-5126 Analytical Testing Services to Suburban Labs in the amount of $49,104.00, to Environmental Inc - Midwest Lab (ATI) in the amount of $13,500.00, and to Teklab Inc. in the amount of $13,515.00 Allison Swisher discussed the Award of Contract for NPDES / Water Quality Compliance Analytical Testing Services. Based on categories and bid amounts Contracts will award to Environmental Inc - Midwest Lab in the amount of $13,500.00, Teklab Inc in the amount of $13,515.00, and Suburban Laboratories Inc. in the amount of $49,104.00. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP-5124, TMP-5125, and TMP-5126 for approval Page 1 of 3 Public Service Committee Meeting Minutes - Final January 17, 2023 by the full Council. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris CHANGE ORDERS/PAY ESTIMATES/FINAL PAYMENTS Change Order No. 6 for the Sanitary Sewer Rehabilitation TMP-5127 Program to Performance Pipelining Inc in the amount of ($4,244.53) Anthony Anczer, Deputy Director Engineering, discussed Change Order 5A and Change Order 6. Changes were walked onto the meeting and emailed to Councilwoman Gavin. Change Order No. 2 for the 2022 Sidewalk / Curb TMP-5128 Replacement Project - East Area to Austin Tyler Construction Inc. in the amount of $42,150.10 and Payment Estimate No. 2 in the amount of $37,983.97 Greg Ruddy discussed Change Order No. 2, in the amount of $42,150.10, to Austin Tyler Construction Inc. Also included is Payment No. 2 in the amount of $37,983.97. Change Order No. 1 for the 2022 Aluminum Sulfate Solution TMP-5129 Purchase to Usalco Michigan City Plant LLC in the amount of $125,891.72 Allison Swisher discussed Change Order No. 1, in the amount of $83,846.20, to Usalco Michigan City Plant LLC. Title will be corrected. Change Order No. 1 for the 2022 Utilities Restoration TMP-5130 Program to Lindblad Construction Co of Joliet Inc. in the amount of $41,008.37 and Pay Request No. 6 and final in the amount of $84,110.84 Allison Swisher discussed Change Order No. 1, in the amount of $41,008.37, to Lindblad Construction Co of Joliet Inc. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to recommend TMP-5127, TMP-5128, and TMP-5129, and TMP-5130 for approval by the full Council. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris ORDINANCES AND RESOLUTIONS No Ordinances or Resolutions on this Agenda CONSENT AGENDA Multi-Way Stop Request at the intersection of Heritage Lake TMP-5131 Drive / Lakeridge Drive and Legacy Drive Page 2 of 3 Public Service Committee Meeting Minutes - Final January 17, 2023 Attachments: Legacy Heritage Lake Lakeridge All Way Stop PSC Memo 1-17-23 Greg Ruddy discussed the Multi-Way stop request at the intersection of Heritage Lake Drive / Lakeridge Drive and Legacy Drive. Public Works believes the stop sign is warranted and recommends for approval. A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Terry Morris, to approve TMP-5131: Multi-Way Stop Request at the intersection of Heritage Lake Drive / Lakeridge Drive and Legacy Drive. The motion carried by the following vote: Aye: Councilman Hug, Councilwoman Gavin and Councilman Morris NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR RECOMMENDATION Alternative Water Source Program Update TMP-5138 PUBLIC COMMENT No one in attendance at this time.
