Turk Absent: Councilman Larry E. Hug, and Councilman Terry Morris ALSO PRESENT: Interim City Manager Steve Jones and Interim Corporation Counsel Sabrina Spano PRESENTATION: Councilman Larry E. Hug joined the meeting at approximately 5:05 p.m. Councilman Morris joined the meeting at 5:32 pm. He stepped out from 5:39-5:44. Alternative Water Source Program Background & 2020 Evaluation Allison Swisher, Director of Public Utilities, gave an overview of the project and meeting. Identifying and Quantifying Uncertainty, Pestle Analysis Group Discussion: Priorities and Risks Joe Johnson, Project Manager with Stantech, discussed the uncertainty and risk of changing water sources. Pestle analysis provides a broad based review of the information obtained. Group Discussion: Priorities and Risks Q. What do you see as the greatest challenge to the final selection of a water source alternative for Joliet this year? A. Councilpersons shared their comments and concerns to this question. Q. What is your greatest concern with regards to the Lake Michigan - Chicago Dept. of Water Management Alternative? Q. What is your greatest concern with regards to the Lake Michigan - New Indiana Intake alternative? A. Councilpersons shared their comments and concerns to both of these questions as a group. Joe Johnson discussed some financing options for the City. City of Joliet has been approved to apply for WIFIA. Also discussed were some high level results to the Pestle Analysis. Alternative Water Source Program Prospectus Outline Group Discussion: Consensus and Decision Making Theresa O'Grady, of CMT, discussed the working draft of the Prospectus Outline. ORDINANCES AND RESOLUTIONS: RESOLUTIONS: Resolutions Associated with the Houbolt Road Extension 350-20 (TO BE TABLED) Resolution Approving a Bridge and Ground Lease Agreement Between the City of Joliet and Houbolt Road Extension JV, LLC Resolution Authorizing the Assignment of the City’s Memorandum of Understanding with CenterPoint to Houbolt Road Extension JV, LLC Attachments: Resolution Approver Report A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Michael F. Turk, to table COUNCIL MEMO #350-20: Resolutions Associated with the Houbolt Road Extension: Resolution Approving a Bridge and Ground Lease Agreement Between the City of Joliet and Houbolt Road Extension JV, LLC Resolution Authorizing the Assignment of the City’s Memorandum of Understanding with CenterPoint to Houbolt Road Extension JV, LLC. Turk Abstain: Mayor Robert O'Dekirk BIDS AND CONTRACTS: AWARD OF CONTRACTS: Authorization to Approve a Contract with Slavin 352-20 Management Consultants for an Executive Search for City Manager for the City of Joliet Attachments: Slaven Management Services Agreement Approver Report Mayor O'Dekirk spoke regarding the executive search for the City Manager. A lengthy discussion was held regarding possible candidates, the job description (including the candidates' experience), and Slavin Management's ability to provide candidates for consideration, their fee, and possible administration of a personality test to the finalist. A motion was made by Councilwoman Sherri Reardon, seconded by Councilwoman Bettye Gavin, to approve COUNCIL MEMO #352-20: Authorization to Approve a Contract with Slavin Management Consultants for an Executive Search for City Manager for the City of Joliet. The motion carried by the following vote: Aye: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Pat Mudron, Councilwoman Sherri Reardon, and Councilman Michael F. Turk Nay: Councilman Larry E. Jim Richards, Sr. called in and spoke regarding fireworks concerns in the City. Kathy Spieler called in and spoke regarding fireworks concerns in the City and other Page 3 of 4 Special City Council Meeting Meeting Minutes - Final June 23, 2020 comments regarding various concerns/comments. Margie Cepon called in and spoke regarding concerns on potential warehouse development, including portions of the current Joliet Country Club land. Erica Holmes called in and spoke regarding the importance of diversified development in the south side of Joliet. Megan Cooper called in and spoke regarding concerns on warehouse development on the south side of Joliet. MAYOR AND COUNCIL COMMENTS: Councilwoman Gavin spoke regarding comments made accidentally during last week's meeting. She informed Mayor and Council the Forest Park Community Center is back open to serve the Community. Councilman Mudron welcomed stage 4 opening from COVID-19. Councilwoman Reardon reminded everyone to complete the 2020 Census. Per request of Councilwoman Quillman, Interim City Manager gave an overview of economic development on the City's south side and possible development of the Joliet Country Club property. CLOSED SESSION to discuss the following subjects: A motion was made by Councilwoman Bettye Gavin, seconded by Councilman Don "Duck" Dickinson, to enter into closed session to discuss personnel and pending or threatened litigation.
