Desiderio Special City Council Meeting Meeting Minutes - Final July 28, 2020 Page 1 of 1 Special City Council Meeting Meeting Minutes - Final July 28, 2020 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL: Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon, and Councilman Michael F. Turk Absent: Councilman Larry E. Hug PUBLIC COMMENTS: NOTE: There is a new temporary procedure for public speaking. Details can be found on the Joliet.gov “Public Comments” web page. Councilman Hug entered the meeting at 5:34 p.m. Meshona Mitchell spoke regarding Eric Lurry death and recommended a transparent investigation. Candice Quinerly spoke regarding proposed police reform. Clyde Maclamore spoke regarding safety concerns during protests. Suzanna Ibarra spoke regarding proposed police reform. Melissa Boatman spoke regarding Will County Response team and their efforts to distribute narcan in the community. A brief discussion was held regarding the upcoming combined meeting of Public Safety and the Land Use and Legislative Committees. Vincent Alessio spoke in favor of police reform and concerns regarding of the death of Eric Lurry. Stringer Harris spoke regarding concerns of the death of Eric Lurry. Flowaya Mitchell spoke regarding concerns of the death of Eric Lurry. Brittney Kim spoke regarding infringement on public rights. CLOSED SESSION to discuss the following subjects: A motion was made by Councilwoman Bettye Gavin, seconded by Councilwoman Sherri Reardon, to enter into closed session to discuss personnel after which the meeting will be adjourned. The motion carried by the following vote: Aye: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E.
