Desiderio Special City Council Meeting Meeting Minutes - Final August 6, 2020 Page 1 of 1 Special City Council Meeting Meeting Minutes - Final August 6, 2020 Pursuant to Phase 4 of the Restore Illinois Plan, the Illinois Department of Commerce & Economic Opportunity's Guidelines recommend best practices that limit an in-person meeting to 50 people or less (Council Chambers allows for 18 members of the public) while adhering to social distancing guidelines. During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public Comments section of the meeting. Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any individual appearing in-person wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. ROLL CALL: Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Pat Mudron, Councilwoman Jan Quillman, Councilwoman Sherri Reardon and Councilman Michael F. Turk Absent: Councilman Terry Morris Terry Morris enter closed session at 4:03 p.m. CITIZENS TO BE HEARD ON AGENDA ITEMS: There were no citizens to be heard on the agenda item. CLOSED SESSION to discuss the following subjects: A motion was made by Councilman Don "Duck" Dickinson, seconded by Councilwoman Bettye Gavin, to enter into closed session to discuss personnel after which the meeting will reconvene. The motion carried by the following vote: Aye: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Pat Mudron, Councilwoman Jan Quillman, Councilwoman Sherri Reardon and Councilman Michael F. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Quillman and Councilwoman Sherri Reardon RESOLUTIONS: Resolution Authorizing Approval and Execution of an 423-20 Employment Agreement for the Position of Interim City Manager with James Hock Attachments: Resolution 423-20 Memo Approver Report A motion was made by Councilwoman Sherri Reardon, seconded by Councilwoman Bettye Gavin, to adopt COUNCIL MEMO #423-20: Resolution Authorizing Approval and Execution of an Employment Agreement for the Position of Interim City Manager with James Hock. The motion carried by the following vote: Aye: Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Quillman and Councilwoman Sherri Reardon Abstain: Mayor Robert O'Dekirk PUBLIC COMMENTS: Minerva Sneed spoke regarding the Eric Lurry case. ADJOURNMENT: A motion was made by Councilwoman Gavin, seconded by Councilwoman Reardon, to adjourn. The City Clerk has a copy of the public speaking procedures; please note speakers who engage in conduct injurious to the harmony of the Council shall be called to order by the Presiding Officer and may forfeit the opportunity to speak.
