ROLL CALL: Present: Mayor Terry D'Arcy, Councilman Cesar Cardenas, Councilman Joe Clement, Councilman Cesar Guerrero, Councilwoman Suzanna Ibarra, Councilman Pat Mudron and Councilwoman Jan Hallums Quillman Absent: Councilman Larry E. Hug and Councilwoman Sherri Reardon ALSO PRESENT: Interim City Manager Rod Tonelli and Corporation Counsel Sabrina Spano. Councilman Hug entered the meeting at approximately 5:20 p.m. PUBLIC COMMENTS: None. PRESENTATION by Brad Cole, Executive Director, Illinois Municipal League: Roles and Responsibilities of City Manager, Mayor, and Council Members Civility Pledge Meeting Fundamentals Brad Cole, Executive Director with Illinois Municipal League (IML), gave a brief overview of IML's mission and the City Manager form of government. Councilman Hug entered the meeting at approximately 5:20 p.m. A brief overview of parliamentary procedure was discussed. Mr. Cole discussed meeting fundamentals, Council-staff relations, and private emails and text messages as public records. The IML Civility Pledge was reviewed. A brief discussion was held regarding the Civility Pledge. A brief discussion was held regarding the Council Member's roles. CLOSED SESSION to discuss the following subjects: ADJOURNMENT: A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Suzanna Ibarra, to adjourn. PRESENTATION by Brad Cole, Executive Director, Illinois Municipal League: Roles and Responsibilities of City Manager, Mayor, and Council Members Civility Pledge Meeting Fundamentals Page 1 of 2 Special City Council Meeting Meeting Agenda - Final July 11, 2023 CLOSED SESSION to discuss the following subjects: SELF EVALUATION, PRACTICES and PROCEDURES or PROFESSIONAL ETHICS, when meeting with a representative of a statewide association of which the public body is a member (5 ILCS 120/2(c)(16)). PERSONNEL: The appointment, employment, compensation, discipline, performance or dismissal of specific City employees (5 ILCS 120/2(c)(1)). COLLECTIVE BARGAINING: Collective negotiating matters and salary schedules for one or more classes of City employees (5 ILCS 120/2(c)(2)).
