Present: Mayor Terry D'Arcy, Councilman Cesar Cardenas, Councilman

Mudron, Councilwoman Jan Hallums Quillman and
Councilwoman Sherri Reardon
ALSO PRESENT: City Manager Beth Beatty and Interim Corporation Counsel Todd Lenzie.
CITIZENS TO BE HEARD ON AGENDA ITEMS:
Matt Robbins _ Supervisor Jackson Township - expressed issues with not having seen the
settlement agreement to know if it is good or not
Delilah Legrett- Jackson Township - reminded that a lot of people have expressed concern
the last 5 years regarding Northpoint
Tom White - commend the City on reaching a settlement and bringing to a conclusion
Ron Adamski - wished there was more information available before deciding
Mayor D'Arcy addressed the reason for lack of information - litigation is supposed to be
private and cannot be public
Patrick Young - Engineers/Trades - happy to see this is coming to fruition and the jobs that
are being created - supports the yes vote
Michelle Peterson - unhappy with the lack of information before supporting how to vote
Michael Layden- explained some details of the settlement

adopt COUNCIL MEMO #374-25: Ordinance Authorizing Execution of a
“Settlement and Mutual Releases Agreement” between the City of Joliet,
Houbolt Road Extension JV, LLC, Centerpoint Properties Trust, Centerpoint
Joliet Terminal Railroad, LLC, East Gate-Logistics Park Chicago, LLC, New
Wave Farms, LLC, and Northpoint Development LLC Relating to the
Construction of the Northpoint Development in Joliet, Illinois, Will County Case
No. 2022 MR 138, and Other Related Matters. (ORDINANCE NO. 18763)
The motion carried by the following vote:

County of Will, the City of Joliet, and Houbolt Road Extension JV, LLC as
Assignee of Centerpoint Properties Trust. (ORDINANCE NO. 18764)

COLLECTIVE BARGAINING: Collective negotiating matters and salary schedules for one or
more classes of City employees (5 ILCS 5/120/2(c)(2)).
LAND ACQUISITION or CONVEYANCE: The purchase or lease of real property for the use of
the City, including whether a particular parcel should be acquired, or the setting of a price for
the sale or lease of property owned by the City (5ILCS 5/120/2(c)(5,6)).
PENDING or THREATENED LITIGATION: A pending legal action against, affecting or on
behalf of the City or a similar legal action that is probable or imminent (5 ILCS 5/120/2(c)(11)).
