As of June 11, 2021, Governor Pritzker moved Illinois to Phase 5. Under Phase 5, all sectors of the economy can resume at
regular capacity with new safety guidelines and procedures.
In compliance with Center for Disease Control (CDC), it is recommended that any individual appearing in person wear a
face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

Also attending: Joe Nordman - Roadways Engineer, Sherry Reardon - Councilwoman, Jim
Teiber - City Arborist, Zach Wirtz - Chicago Region Trees Initiative.
2. APPROVAL OF MINUTES
A motion was made by Mary Schoenheider, seconded by Betsy Satcher, to approve the
Minutes of the Tree Advisory Board Meeting on April 6, 2021.
The motion carried by the following vote:
Aye: Renwick, Satcher, Schoenheider and Bromer
Absent: Fonte, Jaeger and Schultz

3. CITIZENS TO BE HEARD ON AGENDA ITEMS
No citizens present at this time.
4. ARBORIST REPORT
Jim Teiber discussed and stated that 1,000 trees will be planted this year. There will be a few
hundred more planted that will make up difference from what was not planted in 2020. Will
be holding off on further tree planting until Fall 2021. There is an overabundance of maple
trees in parkways throughout the City. Rita Renwick mentioned the list of approved tree
species on the City website needing to be updated.
5. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR
RECOMMENDATION
a. CN/America in Bloom Grant
The board discussed the profile and volunteer time spent on America in Bloom . A 60 second
video needs to be created highlighting the "cool" idea and Rita will develop that. On Tuesday,
Oct. 12th, there will be a presentation at Bi-park at noon. A sign is needed for this event as
well as labels. Happy with the plants and how well they are doing. Additional planting will
take place on 8/6/21.

b. Tree Preservation Ordinance / U.S. Forest Service Grant
Tree Preservation Ordinance / U.S. Forest Service Grant
Zach Wirtz, Community Coordinator of the Chicago Region Trees Initiative, discussed the
Requirements for U.S. Forest Service Grant-Ordinance Development.
There are 16 requirements to the Tree Protection / Preservation Ordinance Requirements.
An approved tree protection / preservation ordinance that meets or exceeds these 16
requirements is required prior to reimbursement of funding. Zach described at length each of
the requirements.

The board further discussed lack of additional arborists / district arborists, discussion of a tree
bank, enforcement, workshop training classes, certification programs, etc. The ordinance
needs to be passed prior to July 1, 2022. Inventory and management plan must be done to
match for funds.
