1. ROLL CALL
Present Rita Renwick, Karen Fonte, Willie Jaeger, Mary Schoenheider,
Ralph Schultz and William Bromer
Absent Betsy Satcher
ALSO PRESENT: Jim Teiber, City Aborist
2. APPROVAL OF MINUTES
A motion was made by Karen Fonte, seconded by Willie Jaeger, to approve the Minutes of
the February 10, 2022 Tree Advisory Board Meeting.
The motion carried by the following vote:
Aye: Renwick, Fonte, Jaeger, Schoenheider, Schultz and Bromer

3. CITIZENS TO BE HEARD ON AGENDA ITEMS
No citizens present at this time.
4. ARBORIST REPORT
Rita Renwick discussed what she knew of this since Jim Teiber is not here yet. Jim Teiber is
on his way. Rita expressed concern about the 646 trees cut down last year and how many
were removed without input by the City Aborist. Removals continue in 2022 under similar
circumstances. There were 46 trees replanted downtown. There was discussion regarding
locations and amount of trees taken down.
Jim Teiber and Mary Schoenheider joined the meeting at 3:40 p.m.
Jim Teiber discussed how many stumps were removed and trees that were replaced in
downtown. There will be more trees planted in the following weeks. There will be 500 trees
planted by the end of next week. Tree species planted, inventory and pruning trees was also
discussed.
5. TREE PRESERVATION ORDINANCE
Rita Renwick discussed this Ordinance and a vote will be needed. Chris Regis gave this to
Rita on April 1, 2022 and Board members all have a copy to review. Discussed is what
needs to be revised in the Ordinance. After changes are made, a Land Use and Legislative
Committee Hearing will need to be scheduled and then the Ordinance can go to Council . Bill
Bromer and other committee members shared their concerns of what will need to be changed
in the Ordinance. Ralph Schultz suggested making a Motion to approve the Tree
Preservation Ordinance with the changes that were discussed.

Motion to approve the Tree Preservation Ordinance with approved changes was made by
Ralph Schultz, seconded by William Bromer.
The motion carried by the following vote:

6. NEW OR OLD BUSINESS, NOT FOR FINAL ACTION OR
RECOMMENDATION
a. Urban Forest Management Plan / US Forest Plan Service Grant
Rita Renwick will start on this Plan so this management plan can be put in place. A draft will
be sent out. Species of trees were discussed and what will be put in this plan.
b. Openlands - Treekeeper Program
Rita Renwick communicated with Al DeReu about participating in the Tree Keeper program .
Participating in a Downers Grove work-day would allow us to see how this works. Rita is
looking into being part of the Openlands-Tree Keeper Program. Rita would like to do a Press
Release about Tree City USA, Arbor Day Plans, and include information to gauge interest in
the Tree Keeper Program.
c. Arbor Day - 2022 Plans:
Proclamation & Poster Contest winners: April 19, 2022 at 6:30 pm
Thomas Jefferson School - Friday - April 29, 2022 at 10:00 am
The poster contest winners were discussed. There were nine to choose from - three were
chosen. Rita will send a letter inviting winners and parents to attend the City Council Meeting
on April 19, 2022 where they will be recognized. The Arbor Day Event is April 29, 2022 at
10:00 a.m. which is Arbor Day.
Rita will meet with Girl Scouts and do a cleanup at Bi-Park on April 14, 2022. Jim Teiber
discussed weeding Bi-Park. There are still plugs that need to be planted. Rita has a concern
about the new watermains and b-boxes being installed throughout the City and the trees that
may get damaged. Other plantings around the City were discussed.
