Water Conservation Committee Meeting Minutes - Pending Approval November 4, 2020
The Governor’s Office and the Illinois Department of Public Health activated a mitigation plan for Region 7 (Will and
Kankakee Counties) and Region 8 (DuPage and Kane Counties), effective Friday, October 23, 2020. The new mitigation plan
limits in-person meetings to 25 people or 25% of overall room capacity (whichever is less). Council Chambers allows for 13
members of the public while adhering to social distancing guidelines.
During meetings, any member of the public physically present in the Council Chambers in excess of the limit will be asked to
wait in another room with live feed to the meeting until the Citizens To Be Heard on Agenda Items section or Public
Comments section of the meeting has commenced. Speakers will be rotated into Council Chambers to allow everyone an
opportunity to speak.
Pursuant to the Illinois Department of Commerce & Economic Opportunity’s Guidelines, it is recommended that any
individual appearing in-person wear a face-covering to cover their nose and mouth.
Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov.

A motion was made by Marc Kaufman, seconded by Maria Rafac, to approve the Minutes of
the October 7, 2020 Water Conservation Committee Meeting.

DISCUSSION: REBATE PROGRAMS UPDATE
Amy Ferris, Deputy Director of Engineering, discussed the Rebate Program update. There
have been no new orders for Rain Barrels.
DISCUSSION: WEBSITE UPDATES
Amy Ferris discussed the Website Updates regarding the Water Sense infographics, how to
videos, and bathroom mini-makeover.
DISCUSSION: RESTAURANT INITIATIVE UPDATE
Amy Ferris discussed that an email had gone to Janet at Images and that they would put
together a scope of work and proposal.

CONSERVATION 5K, SCAVENGER HUNT OR BOTH COMBINED
Amy Ferris discussed this effort that would work with social distancing requirements.
DISCUSSION: EDUCATION EFFORTS FOR AREA SCHOOLS - UPDATE
Maria Ana Rafac discussed that she has continued to reach out to District 86 and the
Dioceses.
DISCUSSION: ISTC WATER AUDITS
Maria Ana Rafac spoke with Troy at ISTC. He will put together some information to gather a
one page summary to give to large water users. There are grants available and we would like
to put this on the agenda for a presentation for next meeting.
RECOMMENDATION: CONTACT THE MAYOR REGARDING
REINSTATEMENT OF THE ENVIRONMENTAL COMMISSION
Greenest Region Compact: City of Joliet filled out the form and we have budgeted the
$20,000 needed to participate in the intern/liaison program. Agreements will not be executed
until August 2021. This would be end of year and benefit 2022 more so than 2021. A work
plan would need to be developed.
Amy Ferris discussed that the Subcommittee would need to talk to the Mayor or Speak with
the City Manager to talk to the Mayor.

Brianna Moore inquired about the Greenest Region Compact / Metropolitan Mayors
