150 West Jefferson Street City of Joliet Joliet, IL 60432 Zoning Board of Appeals Meeting Minutes Thursday, February 17, 2022 2:00 PM City Hall, Council Chambers As of August 30, 2021, Governor Pritzker announced a statewide indoor mask mandate for all Illinois residents, regardless of vaccination status. In compliance with Governor Pritzker’s mandate, any individual appearing in person must wear a face-covering to cover their nose and mouth. Citizens who are unable to attend the meeting can email comments in advance of the meeting to publiccomment@joliet.gov. CALL TO ORDER ROLL CALL Present Ed Hennessy, Vincent Alessio, Bob Nachtrieb and Jim Riggs Absent Colette Safford, Brigette Roehr and Pat McShane APPROVAL OF MINUTES January 20, 2022 Zoning Board of Appeals Meeting Minutes TMP-3261 Attachments: 01-20-22 ZBA Minutes A motion was made by Bob Nachtrieb, seconded by Vincent Alessio, to approve January 20, 2022 Zoning Board of Appeals Meeting Minutes. The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb and Riggs CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Zoning Board of Appeals members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. OLD BUSINESS: PUBLIC HEARING During the Public Hearing, members of the public will be allowed to present evidence and ask questions subject to the rules of the meeting. Attachments: Petiton 2022-07 - NE Frontage Road - tabling report A motion was made by Bob Nachtrieb, seconded by Vincent Alessio, to table PETITION 2022-07: A Special Use Permit to allow truck & trailer repair with truck parking operation, located east of N.E. Frontage Road. The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb and Riggs NEW BUSINESS: PUBLIC HEARING During the Public Hearing, members of the public will be allowed to present evidence and ask questions subject to the rules of the meeting. PETITION 2022-08: A Variation on lot coverage and the rear TMP-3251 yard setback, located at 132 Arizona Avenue. Attachments: ZBA 2022-08 (132 Arizona Avenue) Staff Report Packet This Public Hearing was withdrawn by the Petitioner. PETITION 2022-09: A Special Use Permit for an automobile TMP-3250 maintenance facility, located at 2505 W. Jefferson Street. Attachments: ZBA 2022-09 (2505 W. Jefferson) Staff Report Packet Mr. Torri read the staff report into the record. Chairman Hennessy swore in Mr. Michael Caldwell, 1316 N. Madison St., Woodstock, IL. Mr. Caldwell appeared in support of this petition. Chairman Hennessy asked if there is a waiting room, Mr. Caldwell said no, customers stay in their vehicles. Chairman Hennessy asked if any one else would like to speak on behalf of this petition. No one came forward. A motion was made by Bob Nachtrieb, seconded by Jim Riggs, to approve PETITION 2022-09: A Special Use Permit for an automobile maintenance facility, located at 2505 W. Jefferson Street. The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb and Riggs PETITION 2022-10: A Special Use Permit to allow the TMP-3260 development of a truck terminal, located at 23722 & 23828 S. Vetter Road Attachments: 2022-10 - 23722 & 23828 S. Vetter Road - SUP - Combined ZBA Staff Report Mr. Torri read the staff report into the record. Chairman Hennessy asked if anyone else would like to speak on behalf of this petition. No one came forward. A motion was made by Jim Riggs, seconded by Bob Nachtrieb, to approve PETITION 2022-10: A Special Use Permit to allow the development of a truck terminal, located at 23722 & 23828 S. Vetter Road.
