A motion was made by Colette Safford, seconded by Bob Nachtrieb, to approve
the April 21, 2022 Zoning Board of Appeals Meeting Minutes. The motion carried
by the following vote:
Aye: Hennessy, Nachtrieb, Riggs and Safford
Abstain: Alessio and McShane

This section is for anyone wanting to speak regarding agenda items and are allowed a

Board of Appeals members do not generally respond to public comments. The City Clerk has
a copy of the public speaking procedures; please note, speakers who engage in conduct
injurious to the harmony of the meeting shall be called to order by the Presiding Officer and
may forfeit the opportunity to speak.
OLD BUSINESS: PUBLIC HEARING
During the Public Hearing, members of the public will be allowed to present evidence and ask
questions subject to the rules of the meeting.

Mr. Torri read the staff report into the record.
Chairman Hennessy swore in Mr. Nathaniel Washburn, 111 N. Ottawa Street,
Joliet, IL. Mr. Washburn appeared on behalf of this petition. Mr. Washburn
explained the previous supportive housing request proved problematic and the
petitioner decided to remove the supportive housing aspect of the request.
Chairman Hennessy swore in Ms. Margie Cepon, 1114 Woodiris Drive, Joliet, IL.
Ms. Cepon asked if the residential restriction was for the current building or the
entire 26 1/2 acre site. Mr. Torri said the restriction was for the entire property.
Ms. Cepon asked what MorningStar Mission would like to do with the rest of the
vacant land at the site. Mr. Washburn explained that the housing restriction is for
the entire site, there will be a part of the parcel developed for an outdoor play
area. Mr. Washburn stated that additional hearing would be required if the
petitioner decided to add additional buildings or uses.
Chairman Hennessy asked if anyone else would like to speak on behalf of this
petition. No one came forward.
A motion was made by Bob Nachtrieb, seconded by Vincent Alessio, to approve
PETITION 2022-21: A Special Use Permit to allow a day care center, head start

A motion was made by Jim Riggs, seconded by Bob Nachtrieb, to approve
PETITION 2022-26: A series of Variations on lot coverage, front yard setback
from Washington Street, and side yard setback from the common lot line,
located at 501 Irene Street. The motion carried by the following vote:

PETITION 2022-27: A Variation on the rear yard setback from TMP-3751
25 ft. to 14.5 ft. to allow a covered patio, located at 3715
Flowermeadow Street.

PETITION 2022-29: A Special Use Permit for an adult day TMP-3752
care, located at 2504 Fairway Drive.

Ms. Condotti appeared in support of this petition. Ms. Condotti went over the
details of the proposed adult day care use.

Mr. Riggs asked what is the capacity of the building and what is the staff to client
ratio. Ms. Condotti said the capacity will be 24 adults and the staffing ratio will be
1 staff member to 6 clients.

A motion was made by Vincent Alessio, seconded by Bob Nachtrieb, to approve
PETITION 2022-29: A Special Use Permit for an adult day care, located at 2504
Fairway Drive. The motion carried by the following vote:
