A motion was made by Bob Nachtrieb, seconded by Vincent Alessio, to approve
the January 19, 2023 Zoning Board of Appeals Regular Meeting Minutes. The
motion carried by the following vote:
Aye: Hennessy, Alessio, Nachtrieb, Riggs and McShane
Abstain: Safford

PETITION 2023-07: A Variation of Use to allow an eight-unit TMP-5243
substance use disorder treatment facility an R-B (restricted
business) use in a B-3 (general business) zoning district,
located at 1620 Plainfield Road.
PETITION 2023-08: A Special Use Permit to allow an
eight-unit substance use disorder facility for women and
women with children, located at 1620 Plainfield Road.

Chairman Hennessy swore in Mr. Ken Carlson, Tracy Johnson & WIlson, 2801
Black Road, Joliet, IL. Mr. Paul Lauridsen, 1114 N. Larkin Avenue, Joliet, IL. and
Mr. Rod Tonelli, 129 Capista Drive, Shorewood, IL. Mr. Carlson, Mr. Lauridsen &
Mr. Tonelli appeared in support of this petition. Mr. Carlson explained that the
existing use has been on the site for over 30 years. Mr. Carlson & Mr. Lauridsen
discussed the proposed development. Mr. Carlson questioned Mr. Tonelli.
Chairman Hennessy asked if any one else would like to speak about this
petition. No one came forward.
A motion was made by Jim Riggs, seconded by Bob Nachtrieb, to approve
PETITION 2023-07: A Variation of Use to allow an eight-unit substance use

Chairman Hennessy swore in Mr. Nathaniel Washburn, 111 N. Ottawa Street,
Joliet, IL. Mr. Washburn appeared on behalf of this petition. Mr. Nachtrieb asked

if the property would be tested for radon in the basement, Mr. Washburn said
yes.
Chairman Hennessy swore in Mr. Jan Nahorski, Mr. Nahorski appeared on
behalf of St. Mary Nativity. Mr. Nahorski appeared in opposition to this petition.
Mr. Nahorski would like this property to be a single family residence. Mr.
Washburn said that the property will have paved off-street parking on the site.
Chairman Hennessy closed the petition to the board.
A motion was made by Vincent Alessio, seconded by Jim Riggs, to approve
PETITION 2023-09: A Variation of Use to allow a two-unit rental property in an
R-2 (Single-Family Residential) zoning district and a series a Variations to
reduce required setbacks, located at 649 N. Bluff Street. The motion carried by
the following vote:
Aye: Hennessy, Alessio, Riggs, Safford and McShane
Nay: Nachtrieb
PETITION 2023-10: A Variation of Use to allow a three-unit TMP-5235
residence, an R-4 (multi-family residential) use, in an R-3
(one & two family residential) zoning district and a series of
Variations including to reduce the minimum lot area per
family from 3,500 sq. ft. to 1,947 sq. ft., located at 712
Landau Avenue.
REPEAL OF PETITION 2006-88: A Variation of Use to allow a
frozen ice cream distribution center, a B-3 (general
business) use, in an R-3 (one- and two-family residential)
zoning district, located at 712 Landau Avenue.
