CALL TO ORDER ROLL CALL Present Ed Hennessy, Vincent Alessio, Bob Nachtrieb, Jim Riggs and Pat McShane Absent Colette Safford and Brigette Roehr APPROVAL OF MINUTES March 16, 2023 Zoning Board of Appeals Meeting Minutes TMP-5593 Attachments: 03-16-23 ZBA Minutes A motion was made by Bob Nachtrieb, seconded by Vincent Alessio, to approve the March 16, 2023 Zoning Board of Appeals Meeting Minutes. The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb, Riggs and McShane CITIZENS TO BE HEARD ON AGENDA ITEMS This section is for anyone wanting to speak regarding agenda items and are allowed a maximum of 4 minutes. It is not a question and answer period and staff, and the Zoning Board of Appeals members do not generally respond to public comments. The City Clerk has a copy of the public speaking procedures; please note, speakers who engage in conduct injurious to the harmony of the meeting shall be called to order by the Presiding Officer and may forfeit the opportunity to speak. OLD BUSINESS: PUBLIC HEARING During the Public Hearing, members of the public will be allowed to present evidence and ask questions subject to the rules of the meeting. PETITION 2023-17: A Variation to reduce the required sum of TMP-5576 side yards from 25 ft. to 20 ft. to allow construction of a single-family home, located at 1210 Ashford Lane. Attachments: ZBA 2023-17 (1210 Ashford Lane) Staff Report Packet Mr. Torri read the staff report into the record. Chairman Hennessy swore in Mr. Eugene Smid, 1010 Erins Glen Drive, Joliet, IL. Mr. Smid appeared in support of his petition. Mr. Smid lives in the subdivision and would like to build on his vacant lot. Chairman Hennessy asked if any one else would like to speak on behalf of this petition. No one came forward. A motion was made by Bob Nachtrieb, seconded by Jim Riggs, to approve PETITION 2023-17: A Variation to reduce the required sum of side yards from 25 ft. to 20 ft. to allow construction of a single-family home, located at 1210 Ashford Lane. Chicago Street. Attachments: ZBA 2023-18 (70 N. Chicago Street) Mr. Torri read the staff report into the record. Chairman Hennessy swore in Mr. Shayne Kelly, 2800 Stonewall Lane, Joliet, IL. Mr. Kelly appeared on behalf of his petition. Mr. Kelly currently runs a vintage clothing business in Crest Hill, it has always been his dream to have a business downtown Joliet. Chairman Hennessy swore in Ms. Vicky Sanchez, Joliet CIty Center Partnership, 203 N. Ottawa St., Joliet, IL. Ms. Sanchez read a statement in support of this petition. Chairman Hennessy swore in Mr. Jonathan Marcourt, who appeared in support of this petition. Chairman Hennessy asked if any one else would like to speak on behalf of this petition. The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb, Riggs and McShane PETITION 2023-19: A Special Use Permit to allow a car and TMP-5606 truck rental facility, located at 2528 W. Jefferson Street. (TO BE TABLED) Attachments: ZBA 2023-19 (2528 Jefferson Street) TABLING REQUEST The filing was incomplete so City Staff requested that this item be tabled to the May 18, 2023 Zoning Board of Appeals meeting for further information. A motion was made by Bob Nachtrieb, seconded by Vincent Alessio, to table PETITION 2023-19: A Special Use Permit to allow a car and truck rental facility, located at 2528 W. Jefferson Street. (TO BE TABLED). The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb, Riggs and McShane PETITION 2023-20: A Special Use Permit to allow a TMP-5577 self-storage facility, located at 414 Rowell Avenue. (TO BE TABLED) Attachments: ZBA 2023-20 (414 Rowell Ave) Tabling Request The petitioner requested that this item be tabled to the May 18, 2023 Zoning Board of Appeals meeting. A motion was made by Jim Riggs, seconded by Bob Nachtrieb, to table PETITION 2023-20: A Special Use Permit to allow a self-storage facility, located at 414 Rowell Avenue. (TO BE TABLED). The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb, Riggs and McShane PETITION 2023-21: A Variation of Use to allow a B-3 (General TMP-5580 Business) use in a B-1 (Neighborhood Business) zoning district, located at 490 S. Hammes Avenue. PETITION 2023-22: A Special Use Permit to allow an automobile, truck, and recreational vehicle repair business, located at 490 S. Hammes Avenue. Attachments: ZBA 2023-21&22 (490 S. Hammes Avenue)_Staff Report Packet Mr. Torri read the staff report into the record. Chairman Hennessy swore in the business owner. Illinois Truck & RV Repair, 201 Ambriance Dr., Burr Ridge, IL. The business owner appeared in support of this petition. Mr. Nachtrieb pointed out this area is zoned B-1 neighborhood business, but none of the businesses in that area fall into the B-1 zoning district Page 3 of 5 Zoning Board of Appeals Meeting Minutes April 20, 2023 permitted uses. Mr. Torri explained that the building constructed at this site does not fit the neighborhood business description, Mr. Torri is not sure how that was approved. The business owner talked some of the heavy equipment & semi-trucks at other businesses nearby. Chairman Hennessy asked if any one else would like to speak on behalf of this petition. No one came forward. Mr. Torri and the Board discussed amending the conditions. A motion was made by Jim Riggs, seconded by Vincent Alessio, to approve PETITION 2023-21: A Variation of Use to allow a B-3 (General Business) use in a B-1 (Neighborhood Business) zoning district, located at 490 S. Hammes Avenue. PETITION 2023-22: A Special Use Permit to allow an automobile, truck, and recreational vehicle repair business, located at 490 S. Hammes Avenue. The motion carried by the following vote: Aye: Hennessy, Alessio, Nachtrieb, Riggs and McShane NEW BUSINESS PETITION 2023-23: Extension of a Special Use Permit TMP-5578 (Ordinance #18416) which allowed a truck parking and maintenance facility, located at 811 Rowell Avenue. Attachments: ZBA 2023-23 (811 Rowell Ave) Staff Report Packet Mr. Torri read the staff report into the record. Chairman Hennessy swore in Mr. Gary Davidson, Castle Law, 2 N. Infantry Dr., Joliet, IL. Mr. Davidson appeared in support of this petition. Mr. Davidson explained that there have been delays with the Engineers for this site. A motion was made by Jim Riggs, seconded by Pat McShane, to approve PETITION 2023-23: Extension of a Special Use Permit (Ordinance #18416) which allowed a truck parking and maintenance facility, located at 811 Rowell Avenue. Ms. Betsy Satcher, 610 Florence Avenue, Joliet, IL. came forward. Ms. Satcher requested information for petition 2023-20 which was tabled earlier in the meeting. Mr. Torri invited Ms. Satcher to the Planning Department to review the information that City Staff has for the business so far. ADJOURNMENT A motion was made by Bob Nachtrieb, seconded by Jim Riggs, to adjourn the meeting.
