• Public participant: Lisa: Hockey mom discouraged by rink closure due to COVID, wants to
come back perhaps with more mitigation actions. Hockey kids have not been linked to any
outbreaks and feels like kids are being punished. Kids likely to lose interest in hockey if rink
continually closes/sessions get cancelled.

A. Temporary rink closure Closure due to CBJ moving to level 3/high: From Lauren:
Rink closed due to CBJ moving from moderate to high risk level.
Still in the High risk level, so groups have to keep it to under 20 people per activity in the
building at a time. Re: “group activity” ban under high risk, had a user group meeting the day of
closure by coincidence and was able to learn from P&R that user groups would be able to ask for
mitigation plan approval and try to regain access for all or some of their activities. Rink was
closed from October 21-27, reopened to JSC on October 28 after mitigation plan was approved.
Reviews articles about rinks as spreading locations below. Juneau is very small with very
few medical resources that serve all of southeast Alaska, so the city and Treadwell has to be very
cautious.
Overall, rinks are a hot topic as a place that can spread COVID due to the cold air and
being an indoor exercise facility.

D. November schedule November ice will be largely the same. Currently JSC is back
skating and JDIA hopefully by Tuesday.
E. Roof update –colder temps help the drips not form stalagmites on the ice as badly.
F. FY21 P1-3 Revenue Report – staffing increasing due to cleaning and so that
expenditure is increasing. Not expecting 60 percent cost recovery this year.

VIII. Committee, Liaison, Board Member Report
A. Juneau Skating Club Ryan and Leah: Learn to skate started in September and only
missed 2 lessons since then. Max skaters on ice is 12 + 3 coaches, which allows for spectators.
Has sign-in. Abutting classes not happening any more as part of increased mitigation actions.
Freestyle: still occurring, max 12 skaters, synchro continues with masks and breaks and hand
sanitizer.
B. Juneau Adult Hockey Association Jason: postponed decision in September, COVID
situation was worse, decided to cancel season. This was based on public health aspects that the
league would have to implement, but also scheduling, referees, etc., which would be a substantial
investment if a season is not going to happen. Looking towards winter season. If it happens, will
be jamboree, no tiers, 5-on-5 games. `
C. Juneau Douglas Ice Association Jake: no report
D. Parks and Recreation Advisory Committee Kirk: will take info back to PRAC

A. Board seats & positions – one vacant public position. Ryan Kauzalrich cannot
continue as secretary. Leah Farzin will do minutes for this meeting only.
VII. Staff Reports –Lauren Anderson
A. Ventilation update – Tried Dahlberg Design’s proposed ventilation system to treat
COVID in the air but first try wasn’t effective. Treadwell is running the ventilation for 2 hours at
the end of the night to pull out the indoor air and replace it with fresh outside air. Can’t run this
between ice sessions—minimum 1 hour on the timer.
B. Roof update – On the October ballot the CBJ includes Treadwell’s roof repair
expenses, along with other P&R expenses. Next step is to get the word out to voters the impact
of the bond and need. Three new leaks over the ice causing stalagmites on the ice that have to be
removed every morning for safety.
C. Rink scheduling update – meeting with orgs regularly. In 4th week of operations and
things going well. Last week closed early on Wednesday and all of Thursday due to COVID-like
symptoms in a JDIA coach. Test returned eventually as negative. JDIA and JSC are on schedule
for September. No private or JAHA on schedule for September until September 27. Private
rentals available. Open 7 days a week in September except September 7 for Labor Day. Going
month-by-month for scheduling instead of months out like in the past. Disappointed there are no
public sessions, but Lauren thinks that is the best thing for public health and safety right now.
Will consult with public health about that, as well.
D. CBJ COVID-19 Risk Metrics update – Reopening plan is on the Treadwell site and is kept
updated. Now updated to include CBJ risk metrics and mitigation strategies. Reduced max
capacity from 60 to 50—no reduction of on-ice but reducing spectators. CBJ metrics links on the
document—updates daily. Currently at level 2 (moderate). Next level up (High) means libraries
and P&R facilities will close and “limited services may be available.” Metrics are here:

E. FY21 P-1 Revenue Report – attached to previous meeting’s agenda. User groups gave
no new revenue because they had credits from April when all ice was canceled.
F. FY21 P-1 Expenditure Report – attached to previous meeting’s agenda. Primarily
staffing, with some overtime.
Compared to other rinks in Alaska, Treadwell is right in the middle. Some very minimal
rules, and some very strict re: masks, number of people on the ice, gameplay.

September 4 at 3pm the Libertarian party is having a skating event in the afternoon to
raise money for their candidate/with the candidate.
VIII. Committee, Liaison, Board Member Report
A. Juneau Skating Club – Leah Farzin and Ryan Kauzlarich: proceeding into September
with limited skaters and classes and lots of mask rules. Optimistic the COVID-19 situation will
improve and we’re doing our part.
B. Juneau Adult Hockey Association – Jason Soza (via email): pushed fall season to Sept
27 and meeting on Sept 22. At that time High = canceled season; Moderate = would proceed.
C. Juneau Douglas Ice Association – Jake Thayer: Board working session tomorrow
because a team wants to travel to Anchorage and Anchorage’s COVID-19 situation is riskier
than Juneau’s. Hope to put together a travel mitigation plan for the team if they go.
D. Parks and Recreation Advisory Committee – Kirk Duncan: meeting next Tuesday and
will take all of this meeting’s contents to them.
