Amending Chapter 70, Code of Ordinances, entitled “Traffic and Vehicles,” 19-021 by enacting a new Section 70-276 requiring the operation of a motor vehicle in a careful and prudent manner. Estimating revenues and appropriating funds in the amount of $2,296,434.00 19-025 in the General Grants Fund for Emergency Solutions Grant (ESG-CV); estimating revenues and appropriating funds in the amount of $252,369.00 in the Housing Opportunities for Persons with AIDS Fund for Housing Opportunities for People with AIDS (HOPWA-CV); authorizing the Director of Neighborhoods to execute contracts for ESG activities; and authorizing the Director of Health to execute a contract for HOPWA activities. Bannister Road and Hillcrest Road in Kansas City, Jackson County, Missouri; determining the District to be a blighted area; determining that certain actions are reasonably anticipated to remediate blighting conditions and will serve a public purpose; requiring the annual submission of certain records; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development. Appropriating $452,301.83 from the Unappropriated Fund Balance of the 19-026 KCI Passenger Facility Charge Fund; authorizing a $411,183.83 Amendment No. 10 with HNTB Corporation to Rehabilitate Ottawa Avenue Phase 2 at KCI Airport for a total contract amount of $6,572,413.96; and authorizing a maximum expenditure of $452,301.83.
