220254 Declaring certain real property located at 1531 Holmes Street, Kansas
City, Missouri 64108 surplus to the City's needs; authorizing the Director
of General Services to offer the sale of the City’s interest in this real
property in accordance with City regulations, and execute related
documents to complete the transfer of the real property while reserving
easements, as necessary, for any existing City owned sewer, storm
water, and water line infrastructure on the said property.

2-936, 2-937, and 2-938, and replacing them with new sections of like
number and subject matter; and enacting Sections 2-940, “Major Events,”
and 2-941, “City Sponsored Events.”

220272 RESOLUTION - Directing the City Manager, in collaboration with the
City’s Lesbian, Gay, Bisexual, Trans and Queer (“LGBTQ”) Commission,
to develop a plan that addresses the housing and shelter concerns,
needs and options for persons who are houseless and LGBTQ in Kansas
City, with the goal of promoting equality for such persons and all
unhoused persons in Kansas City.

220273 RESOLUTION - Directing the City Manager to study the feasibility of
establishing hygiene facilities in the City for people experiencing
homelessness and report back to the Council in 60 days.
220275 Reducing an appropriation in the amount of $7,100,000.00 in the General
Obligation Series 2022A Bond Fund; appropriating $7,100,000 from the
Unappropriated Fund Balance in the General Obligation Series 2022A
Bond Fund to the 63rd Street Reconstruction Project; and authorizing the
Director of Public Works to execute Amendment No. 1 with Advantage
Project Management in the amount of $590,000.00 for project
management design services for the Capital Improvement Program for a
total maximum contract price of $909,300.50.

220276 Amending Chapter 50, Code of Ordinances, by repealing Section 50-107,
Tenting without consent of landowner, and Section 50-161, Loitering, and
enacting in lieu thereof new sections of like number and subject matter,
which will limit to private property the prohibition on tenting without
consent of landowner, and, for a loitering in traffic violation, require that a
person willfully obstruct, impede, interfere with, hinder or delay the
reasonable movement of vehicular or pedestrian traffic, and prevent a
person from being guilty of loitering unless such person has been given a
reasonable opportunity to comply with an order from law enforcement to
move on or disperse, after receiving actual notice or where notice was
directed to them and was reasonably likely to come to such person’s
attention.

be appropriated from the $12.5 million allocation from the American
Rescue Plan dollars in the Housing Trust Fund for the Parade Parks

obligation bonds in more than one series (collectively, the “Series 2022
Bonds”), including a series of bonds to finance certain projects on a
tax-exempt basis with an estimated cost of $2,893,100.00, a series of
bonds to finance certain projects on a taxable basis with an estimated
cost of $34,030,000.00, and a series of bonds to finance certain costs of
the Main Streetcar Extension project on a tax-exempt basis with an
estimated cost of $116,443,586.00 and refund certain bonds previously
issued to finance costs of such project, such Series 2022 Bonds to be
issued in an aggregate principal amount not to exceed $249,100,000;
approving and authorizing certain documents and actions relating to the
issuance of the Series 2022 Bonds; increasing and appropriating revenue
in the amount of $4,438,000.00 in Fund No. 3428, the 2014A Special
Obligation Bond Fund, in the amount of $1,315,000.00 in Fund No. 3444,
the Taxable Special Obligation Series 2022B Bond Fund, in the amount
of $83,838,414.00 in Fund No. 3445, the Special Obligation Series 2022C
Streetcar Bond Fund, and in the amount of $200,000.00 in Fund No.
3446, the Special Obligation Series 2022A Bond Fund; designating
requisitioning authority; declaring the City’s intent to reimburse itself from
bond proceeds; authorizing the Director of Finance to modify and close
project accounts; and recognizing this ordinance as having an
accelerated effective date.

220239 RESOLUTION - Directing the City Manager in conjunction with the
Director of Human Resources to determine the appropriate grading and
classification for the creation of two new classified positions,
Neighborhood Engagement Specialist and Neighborhood Engagement
Supervisor, to complete additional tasks necessary to create the
positions; and directing the City Manager to submit to City Council within
thirty days such recommendations for the creation of these positions
within the City’s classified system.
