Adopting and authorizing the execution of amendments to the 2021-2024
Collective Bargaining Agreement with Local No. 42, I.A.F.F. and to the 2021-2025
Collective Bargaining Agreement with Local No. 3808, I.A.F.F. and adopting side
letter agreements to make such amendments that will increase retiree health
insurance subsidy contributions by current members of the Firefighters’ Pension
System and by the City; waiving limitations established by the Fund Balance and
Reserve Policy in section 2-1954 of the Code of Ordinances; appropriating
$1,602,000.00 from the Unappropriated Fund Balance of the General Fund to
increase the retiree health insurance subsidy contribution from the City to four
percent from two percent; and recognizing this ordinance as having an accelerated
effective date.

City Redevelopment Ordinance, by repealing Section 74-58, Meetings; rules and
regulations, and enacting in lieu thereof a new section of like number and subject
matter, entitled “Administrative commission,” for the purpose of delegating certain
rights, duties and obligations to the Tax Increment Financing Administrative
Commission.

the City’s fund balance and reserve policy and enacting in lieu thereof one new

respectively, of the emergency reserve funds and countercyclical reserve funds of
the general fund and amending permissible uses for unassigned general fund
balance.
