funds within the city's budget. It reduces appropriations by $2,772,862.67 in the American Rescue
Plan Fund and reallocates these funds to cover eligible trash cart expenditures. Additionally, this
ordinance reduces appropriations in the General Fund and reallocates $952,000 to cover costs for
data collection software and increase funding for the neighborhood empowerment program. The
