220346 Approving the Seventh Amendment to the Platte Purchase Tax Increment Financing Plan
and directing the City Clerk to send a copy of this ordinance to Platte County.
David Leader, Economic Development Corporation, presented. This ordinance
approves a 7th amendment to the Plat Purchase Tax Increment Finance Plan.
This amendment provides for modifications of the Budget of Redevelopment
Project Costs. The 7th Amendment is in the public interest because it will
discourage commerce, industry or manufacturing from moving their operations to
another state and stimulates infrastructure and development. This plan is
generally located in an area at the intersection of 152 Highway and N Platte
Purchase Drive. This presentation is on file with the City Clerk’s office.

220353 Amending Chapter 18, Article II, Code of Ordinances, by repealing Section 18-40 entitled
“Adoption of International Building Code (2018); amendments” and enacting in lieu thereof
a new section of like number and subject matter that requires a school obtaining a building
permit to upgrade any existing play area to the current requirements of ICC ANSI A117.1-
2009 section 1108 for accessibility.

Association’s guide for future development and redevelopment for that part of Kansas City,
Missouri, that is generally delineated on the north by Truman Road, on the south by East
27th Street, on the east by Prospect Avenue and on the west by Paseo Boulevard.

the Wendell Phillips Downtown east Neighborhood Plan and Development
Strategy generally delineated on the north by Truman Road on the south by East
27th Street, on the east by Prospect Avenue and on the west by Paseo Boulevard .
This plan will guide the future development and redevelopment of this
neighborhood and aims for social cohesion and communication, faith and social
services, reduce crime and improve safety, quality housing, health and wellness
and education and workforce development for this community. This presentation

220380 RESOLUTION - Directing the City Manager to update the Quality of Urban Life Report;
and report back to Council in six months.

Councilwoman Robinson, presented. This resolution approves the Human Rights
commission as the designated task force, staffed by Civil Rights and Equal
Opportunity (CREO) Department, to update the 1971 Quality of Urban Life Report
which aims to understand the status of urban life and the quality thereof and report
back to the Council in 6 months. This resolution allows CREO and the Human
Rights Commission their own set of recommendations for improving the quality of
life in the urban core. The Human Rights Commission has the power to hold
hearings regarding civil and human rights violations and can provide
recommendations for remediation. The 1971 report that detailed the quality of
urban life was a three-year update of the 1968 report examining racial riots in
Kansas City leading to the creation of the Human Relations office led by Alvin
Brooks. This report has not been updated since 1971.
