This grant funding helps cover the planning functions and equipment needed to develop two unique public health operations, each of which focuses on different planning functions. The Cities Readiness Initiatives builds off the Public Health Preparedness base program in the effort to enhance and expand the public health response capacity while building a more focused approach to large scale medication dispensing and vaccination operations. A sum of $123,000.00 will be appropriated in the Health Grants Fund for individuals from birth to age 21 who have or are at an increased risk for a medical condition that may hinder their normal physical growth and development and who require more medical services than children and youth generally. The Program focuses on early identification and service coordination for individuals who meet medical eligibility guidelines. The parking areas are accessible from the alley off of E Truman Road on the north and the alley off of E 16th Street on the south. This proposed development is utilizing the affordable housing parking exemption in section 88-420-04-M, which reduces their parking requirement from one space per dwelling unit to half of a space per dwelling unit. The applicant will redevelop the former Stonecroft Mobile Home Development site with a new mobile home development. The new development will maintain a very similar layout to the former site, with an additional ten (10) homes. The manufactured homes will be mounted to a slab foundation. This ordinance approves the directive to the City manager for implementation of an emergency response plan to respond to life threatening situations in multi-unit apartment complexes involving extended interruptions of electrical or water service, gross insanitary conditions, system-wide HVAC failures, or other circumstances that may endanger health. The plan shall include a clear reporting mechanism for property managers and tenants to inform city staff of life-threatening situations and identifies appropriate City departments, staff and resources that can be used to quickly respond and provide support services. Sponsors: Rea Councilman Crispin Rea, presented. This ordinance approves the directive to the City Manager to develop and implement an administrative regulation adopting heat index guidelines for City employees within 30 days; and extreme weather guidelines within 60 days to reduce the potential for heat-related illnesses from exposure to high temperatures in the work environment. In developing the regulation, the City Manager shall: 1. Identify which departments and employees are subject to the regulation. 2. Provide worker heat and/or extreme weather safety trainings for relevant departments and employees; and 3. Develop appropriate protective measures to be taken by supervisors for increasing levels of heat-related and extreme weather-related risk based on best practices, medical science, and OSHA guidelines. The change directs staff to immediately notify the director of a system-wide HVAC outage of an existing system that has lasted more than twelve hours in multi-unit apartment complexes in order to takes steps to protect the health and safety of Kansas City residents.
