the amount of $62,647.00. The Ending the HIV Epidemic campaign seeks to
reduce new HIV infections through a four-pillar approach focused on diagnosing,
treating, preventing, and responding to potential outbreaks. EHE grant activities will
include Pre-Exposure Prophylaxis (PrEP) resources and navigation, HIV testing in
non-clinical/non-traditional settings, and increasing linkages to care.

Preparedness Program. The funds will support planning, maintenance, and

and capacity so that the KCHD can effectively manage all types of Public Health
emergencies using an “all hazard” approach. It allows for the development and
execution of plans for mass sheltering, mass patient care, large venue public

different planning functions. The Cities Readiness Initiatives builds off the Public
Health Preparedness base program in the effort to enhance and expand the public
health response capacity while building a more focused approach to large scale

provide funding for children and youth with special health care needs who live in
the following counties: Jackson, Cass, Clay, Platte, and Ray. A sum of
$123,000.00 will be appropriated in the Health Grants Fund for individuals from
birth to age 21 who have or are at an increased risk for a medical condition that
may hinder their normal physical growth and development and who require more
medical services than children and youth generally. The Program focuses on early
identification and service coordination for individuals who meet medical eligibility

Genevieve Khan, City Planning Department, presented. This ordinance approves
a development plan to allow for the construction of a residential a 148,600 square
foot mixed-use building on about 1.1 acres generally located at the northeast
corner of E 16th Street and Holmes Street. The parking will be at portions of the
building’s ground level and include 133 spaces on-site. The parking areas are
accessible from the alley off of E Truman Road on the north and the alley off of E
16th Street on the south. This proposed development is utilizing the affordable
housing parking exemption in section 88-420-04-M, which reduces their parking
requirement from one space per dwelling unit to half of a space per dwelling unit.
The northwest corner of the site will contain a transit plaza including a bus stop

Councilwoman Melissa Robinson, presented. This ordinance approves a
preliminary plat, residential development plan and rezoning from districts M1-5,
R-7.5 and B3-2 to master planned development (MPD) to allow for a mobile home
development on about 50 acres generally located at Raytown Road and Blue
Ridge Cutoff. The applicant will redevelop the former Stonecroft Mobile Home
Development site with a new mobile home development. The new development
will maintain a very similar layout to the former site, with an additional ten (10)
homes. The manufactured homes will be mounted to a slab foundation. None of
the units will have a front yard, instead they will have a driveway that will

City manager for implementation of an emergency response plan to respond to life
threatening situations in multi-unit apartment complexes involving extended
interruptions of electrical or water service, gross insanitary conditions, system-wide
HVAC failures, or other circumstances that may endanger health. The plan shall
include a clear reporting mechanism for property managers and tenants to inform
city staff of life-threatening situations and identifies appropriate City departments,
staff and resources that can be used to quickly respond and provide support
services.

regulation adopting heat index guidelines for City employees within 30 days.

Councilman Crispin Rea, presented. This ordinance approves the directive to the
City Manager to develop and implement an administrative regulation adopting heat
index guidelines for City employees within 30 days; and extreme weather
guidelines within 60 days to reduce the potential for heat-related illnesses from
exposure to high temperatures in the work environment.
In developing the regulation, the City Manager shall:
1. Identify which departments and employees are subject to the regulation.
2. Provide worker heat and/or extreme weather safety trainings for relevant
departments and employees; and
3. Develop appropriate protective measures to be taken by supervisors for
increasing levels of heat-related and extreme weather-related risk based on best
practices, medical science, and OSHA guidelines.

Chapter 34, code of ordinances of the City of Kansas City, Missouri, section
34-834, 3. The change directs staff to immediately notify the director of a
system-wide HVAC outage of an existing system that has lasted more than twelve
hours in multi-unit apartment complexes in order to takes steps to protect the
health and safety of Kansas City residents.

the following grant programs to submit to HUD for their consideration to provide

Persons with AIDS. CDBG provides public services, public facilities, minor home
repair, elimination of blight and acquisition, housing renovation and construction
and assistance to persons with AIDS, and to finance the City's development
housing programs; Emergency Solutions funds shelter operations and essential
services. To continue to fund these services, the City must submit amendments to
their Action Plans and Consolidated Plans for HUD. This legislation certifies that
the 2024 Action Plan and Substantial Amendments for the Consolidated Plan
2022-2026 have been prepared and will be submitted to the US Department of
