Amending Chapter 60, Code of Ordinances of Kansas City, Missouri, by repealing
Section 60-32, Construction of private sewage disposal systems, and enacting in
lieu thereof a new section of like number and subject matter; Amending Chapter
61-20, Code of Ordinances of Kansas City, Missouri, by repealing Section 61-20,
Enclosing natural drain ditches, and enacting in lieu thereof a new section of like
number and subject matter; Amending Chapter 63, Code of Ordinances of Kansas
City, Missouri, by repealing Sections 63-21, Title and authority, and 63-24,
Definitions, and enacting in lieu thereof new sections of like number and subject
matter; Amending Chapter 64, Code of Ordinances of Kansas City Missouri, by
repealing Section 64-4, and enacting in lieu thereof a new section of like number
and subject matter all for the purpose of transferring certain permitting functions
from the City Planning and Development Department to the Water Services and
Public Works Departments; and Directing the City Manager to begin transition of
these permits from the City Planning and Development Department to the Water
Services and Public Works Departments, including taking steps to address any
needed staffing, funding, and legislative changes to effectuate the transition; and

and subject matters, and repealing Sections 2-1495 and 2-1498, for the purpose of
updating the ordinances governing the duties of the Clerk of the Municipal Court,
sometimes called the Court Administrator.
230852 Meghan Pfannenstiel, Municipal Court Department, presented - This
ordinance approved updating the ordinance governing the duties of the Court
Administrator to bring current ordinance in alignment with Court
Administrators current responsibilities and reflects that the management of
those incarcerated in the municipal jail is now the responsibility of the City’s
Correction Department
A motion was made that this Ordinance be Adv and Do Pass to the Council, due
back on 10/12/2023. The motion carried by the following vote:

General Code of Conduct, defining and prohibiting discrimination and harassment.
230867 Gavriel Schreiber, Office of the Mayor, presented. This ordinance
approves adding a new section 2-2006, General Code of Conduct, defining
and prohibiting workplace discrimination and harassment for those who are
not covered by the city’s EEO Policy (elected/appointed official; board
appointees, etc.) and potential violations will be reviewed by the Ethics
Commission.
A motion was made that this Ordinance be Adv and Do Pass as Cmte Sub to the
Council, due back on 10/12/2023. The motion carried by the following vote:

RESOLUTION - Approving the reappointment of Tom Gorenc and appointment of
Randi Mixdorf and Myeisha Wright as regular members of the Board of Zoning

appointment of Randi Mixdorf, and Myeisha Wright as regular members of
the Board of Zoning Adjustment committee, and approves the appointment
of Emerson “Jaz” Hays and Will Nulton as alternate members of the Board of
Zoning Adjustment. Committee Sub introduced on the floor.
A motion was made that this Resolution be Adv and Do Pass as Cmte Sub to the
Council, due back on 10/12/2023. The motion carried by the following vote:

City Council whenever the City anticipates acceptance of grants which require

$565,000.00 from American Rescue Plan interest earnings to the Economic
Development Fund; authorizing the City Manager to contribute an additional
$565,000.00 to the EDC Loan Corporation Revolving Loan Fund; designating
requisitioning authority; and declaring this ordinance as having an accelerated
effective date.

Moy/Jim Erickson with EDC Presented. This resolution approves the City
Manager to inform the City Council in anticipation of the City accepting grant
awards that require matching funding more than $1,000,000 in either the
Capital Improvements Sales Tax Fund or Go Bond Funds. Committee Sub

extension through September 31, 2024, with three possible renewals, with The

Consulting, LLC for state lobbying services and Platinum Advisors DC, LLC for
