220205 Authorizing a $540,575.00 Design Professional Services Amendment No. 4 to Contract No.
1174, with Black and Veatch Corporation, for the In-Line Storage: OK Creek Gates project;
authorizing an extension of the term of the contract for an additional two years for a total
term not to exceed eight years without further City Council approval; and authorizing a total
contract amount of $1,980,000.00.
Matt Bond, KC Water, presented this ordinance, authorizing the director of Water
Services to execute a design professional services amendment No. 4 with Black and
Veatch. This project consists of design services for a new gate structure within the existing
OK Creek double box culvert to store up to 20 million gallons of wastewater and to reduce
combined sewer overflows to the Kansas River. The purpose of this project is to reduce
the volume and frequency of sewer overflows in the collection system by increasing the
wet weather storage capacity within the existing OK Creek double box culvert.
Amendment No. 4 include design and construction phase services to provide additional
fixed and bending weir structures at the existing OK Creek storage gate facility designed
and constructed under the original contract and previous Amendments. A copy of the

220208 Authorizing the Manager of Procurement Services to execute a contract amendment with
LAZ Parking Midwest, LLC for Multi-Garage Operations Management Services by adding
$522,898.00 for a total contract amount of $2,306,183.00.
Matthew Muckenthaler, Public Works presented this ordinance, authorizing the director
of Public Works to execute a contract amendment with LAZ Parking Midwest for
multi-garage operations management services. The City is adding the River Market
surface lots to the EV2653 contract. LAZ Parking Midwest will continue to operate and
manage the current parking garages and surface lots per the contract along with the
addition of the River Market surface lots for the parking of motor vehicles and for no
other purposes whatsoever, and operate the surface lots in a first-class and reputable
manner consistent with parking industry standards. A copy of the presentation is available

220215 Authorizing the City Manager to enter into a Cooperative Agreement with the Kansas City
Area Transportation Authority (KCATA) for the funding, design, construction and
implementation of certain transportation infrastructure improvements.

Jason Waldron and Angie Laurie from Public Works presented an ordinance authorizing
the City Manager to enter into a Cooperative Agreement with KCATA for funding, design,
construction, and implementation of certain transportation infrastructure improvements.
This will create opportunities to assess transitional infrastructures for developments.
There are 3 components: Transit and Transportation Infrastructure, which includes traffic
signals, road resurfacing, bus stop pads, and lighting; Riverfront Streetcar Extension to the
KC Current Stadium; and Grand Boulevard Bike/Pedestrian Bridge. A copy of the
