220288 Authorizing a $116,630.00 Amendment No. 5 with WSP USA Inc., for the Airfield and
Landside Design project at Charles B. Wheeler Downtown Airport; and authorizing a
maximum expenditure of $139,956.00 for a total contract amount of $624,239.00.
Jade Liska and Mike Waller, Aviation, presented. This ordinance authorizes the Director of
to execute amendment No. 5 with WSP USA, Inc. for the Airfield and Landside Design
project at CBW Downtown Airport. The original agreement, executed on 08/10/20,
provided for the Design Professional to perform engineering services for preliminary,
design, bidding, and construction phases and incidental special services including
geotechnical, environmental documentation. Amendment No. 5 provide, 5
pre-construction services, construction management, inspection and observation services
and final project close-out documentation for the perimeter fence upgrade project. This
project will utilize FAA airport design criteria to address and provide solutions to non-
standard airfield conditions. This project will identify ways to maximize the life or runway,
as well as terminal area and landside facilities.

220301 Authorizing a $1,202,942.00 contract with Gunter Construction Company for the Perimeter
Fence Upgrade at Charles B. Wheeler Downtown Airport; authorizing a maximum
expenditure of $1,443,530.40 and establishing an effective date.
Jade Liska and Mike Waller, Aviation, presented. This ordinance authorizes the Director of
Aviation to execute a construction contract with Gunter Construction Company for a
perimeter fence upgrade at CBW Downtown Airport. Construction phase services to
replace four sections of the airfield perimeter fence, due to the age and condition of the
current fence, replacement is necessary to address safety, security and wildlife concerns.
This project will improve security infrastructure, extend the useful life of the perimeter
fence, reduce future maintenance costs and maximize the City’s investment in securing
the airport for the future.

220290 Authorizing a $4,246,748.00 Construction Contract with Havens Construction Company,
Inc., for the Inflow and Infiltration (I/I) Reduction: Northern Basins Project 2 project;
authorizing a maximum expenditure of $4,670,000.00; authorizing a $167,060.00 Design
Professional Services Amendment No. 1 to Contract No. 1579 with DuBois Consultants,
Inc. for a total contract amount of $533,060.00; and authorizing a $370,000.00 Design
Professional Services Amendment No. 1 to Contract No. 1586 with Environmental
Advisors and Engineers, Inc., for a total contract amount of $766,000.00.
Matt Bond and Brian Heist, KC Water, presented. This ordinance authorizes the Director
of Water Services to execute a construction contract and Design Professional Services
Amendments with The Havens Construction Company, Inc. for Inflow and Infiltration (I/I)
Reduction and Design Professional Services Amendment No. 1 to contract No. 1579 and
1586 for construction Phase services. This project will reduce storm water inflow and
groundwater infiltration into the sanitary sewer system by repairing defects in pipes and
manholes. The reduction in infiltration and inflow will help restore capacity in the
wastewater collection system and reduce wet-weather flows to Rocky Branch WWTP. This
project will contribute to a sustainable Kansas City by improving the performance,
capacity and reliability of the City’s combined sewer systems, and improving water quality
by reducing overflows within the project area.

220308 Amending Chapter 2 of the Code of Ordinances of the Kansas City, Missouri, Article XI,
Division 9, Surplus Personal Property, by repealing Sections 2-1841 through Section
2-1846 and enacting in lieu thereof a new Division 9, Sections 2-1841 through 2-1846 to
require Council Approval to surplus personal property, fixtures and other improvements
from surplus City leaseholds and real property.

Councilwoman Katheryn Shields, 4th District at large, presented that this ordinance will
reflect changes of Article X!, Division 9, Surplus Property, that the City is currently
disposing of property located in facilities not currently occupied by City staff or tenants,
including Swope Ridge Geriatric Center located at 5900 Swope Parkway in Kansas City,
Missouri.

220179 Authorizing the Manager of Procurement Services to execute a $500,000.00 professional
services contract with Gould Evans Associates, LC to prepare a Strategic Implementation
Plan for Transit Oriented Development along the Rapid Bus Transit Corridor of Prospect
Avenue from 75th Street to 12th Street along Prospect Avenue to the Bus Transit Hub on
Charlotte Street.
Angela Eley, City Planning, presented. This ordinance authorizes the Manager of
Procurement Services to execute a professional services contract with Gould Evans,
approving a professional services contract for assistance with preparing the TOD Strategic
Implementation Plan. The plan will advance the recommendations and goal of the Greater
Downtown, Heart of the City and Swope Area Plans, as well as, the city’s TOD Policy. The
project will advance regional goals in the Transportation Outlook 2040 and Smart Moves
3.0 such as mentioned above in the Strategic Implementation Plan.

therefore; authorizing continued negotiations and purchase by the Director of the Water
Services Department; authorizing the filing of the petition for condemnation by the City
Attorney; and directing the City Clerk to record this ordinance in the office of the Recorder
of Deeds for Jackson County, Missouri.
