220402 Directing the City Manager to report in 120 days on a plan to evaluate the feasibility of
providing suitable space for a Nursing Room in City public buildings for City employees
and members of the public; and the City Manager shall report back to the City Council prior
to beginning any Nursing Room project.

Councilwoman Ryana Parks-Shaw and Yolanda McKinzy, General Services, presented. This
resolution aims to identify appropriate spaces for nursing rooms in City public buildings.
The City Manager is required to report back to the City Council within 120 days. This
initiative is in line with Federal Law requirements for employees and seeks to increase the
availability of nursing room spaces in workplaces while setting standards to accommodate
this need. Supporting nursing rooms in the workplace offers numerous benefits, such as
reducing employee absenteeism, enhancing recruitment and retention, increasing
productivity, and creating breastfeeding-friendly worksites. A copy of the presentation is

220438 RESOLUTION - Designating the City’s share of Platte County’s special road and bridge tax

to transmit this resolution to Platte County.

220412 Authorizing a $1,668,000.00 construction contract with Haines & Associates Construction
Company, Inc., for the Water Main Replacement in the Area of N. Cherry Drive to N.
Harrison Drive, N.E. 79th Street to N.E. 102nd Terrace project; and authorizing a
maximum expenditure of $1,834,800.00.
Jeff Martin and Melody Gillette, KC Water, presented. This ordinance authorizes the
Director of Water Services to execute construction contract with Haines & Associates
Construction Company for water main replacement in the area of N. Cherry Drive to N.
Harrison Drive, N.E. 79th Street to N.E. 102nd Terrace project. This construction project
will be performed to replace aging, break-prone cast iron pipe and water mains with
ductile iron pipe. This work will include the transfer of customers’ water service
connections from existing mains to new mains, as well as restoration or roads and
properties. This project will contribute to a sustainable Kansas City by replacing aging,
break-prone water mains with new water mains, thereby improving distribution system
reliability, increasing hydraulic conveyance capacity, and supporting fire protection. A

220413 Authorizing a $495,000.00 Amendment No. 2 with Walter P. Moore and Associates, Inc.,
for the Investigation Condition of Roof at KCI Airport project; authorizing a maximum
expenditure under this amendment of $594,000.00 for a total contract amount of
$1,355,500.00; and recognizing this ordinance as having an accelerated effective date.
Jade Liska and Dillion James, Aviation, presented. This ordinance authorizes the Director
of Aviation to execute a Design Professional Agreement Amendment No. 2 with Walter P.
Moore and Associate for the investigate condition of roof at KCI Airport. This project
provides the means to determine structural issues of the Narrow Body and Super Hangar
roofs at the Overhaul Base as Kansas City International Airport. The agreement was
initiated due to tenant complaints of opening the large overhead doors. The amendment
adds design scope to the agreement. The design professional will develop a repair plan
based off the results of the roof condition study. The design professional will prepare
plans, details, and specifications for the schematic design, design development, and
construction document submittals. Continued timely renovation of existing facilities
represents a highly sustainable investment for Kansas City compared to the cost of
constructing a new facility at KCI Airport. A copy of the presentation is available in the

220422 Declaring certain real property located at 700 N.E. 90th Street, Kansas City, Missouri
64155 surplus to the City's needs; authorizing the Director of General Services to offer the
sale of the City’s interest in this real property in accordance with City regulations, and
execute related documents to complete the transfer of the real property while reserving
easements, as necessary, for any existing City owned sewer, storm water, and water line
infrastructure on the said property.
Ashley Wise, General Services, presented. This ordinance authorizes the Director of
General Services to declare certain real property located at 700.NE 90th Street, Kansas
City, Missouri 64155 surplus to the City’s needs and execute related documents to
complete the transfer of the real property while reserving easements, as necessary, for
any existing City owned sewer, storm water and water line infrastructure on said
property. This property consists of vacant unimproved land. Water and sewer easements
will needs to retain by the City. A copy of the presentation is available in the office of the
City Clerk for reference and review.

220439 Estimating revenue in the amount of $445,170.00 in the Street Maintenance Fund;
appropriating that amount to Street Lighting Special Projects Maintenance account;
authorizing the Director of Public Works to enter a contract with Custom Lighting
Services, LLC d/b/a Black & McDonald, in the amount of $26,818,006.55 of which
$20,137,746.94 is for the conversion of the City’s inventory of standard Cobrahead
streetlights to Light-Emitting-Diodes (LEDs) and $6,680,259.61 is the annual cost to
provide on-going maintenance for the City’s entire inventory of streetlights and traffic
signal intersections; and recognizing this ordinance as having an accelerated effective date.
Nicolas Bosonetto, Public Works, presented. This ordinance authorizes the Director of
Public Works to execute an on-going maintenance contract with Black & McDonald, LLC
for street lighting. The City of Kansas City, Missouri desires to improve quality and
efficiency of the street lighting system, enhance driver and pedestrian safety, and reduce
annual energy and maintenance costs. The conversion of streetlight is to be completed in
36 months period with work performed concurrently in every Council District. The
contract term is for three years during conversion of the lights subject to budget
appropriation. The ten-year renewal maintenance terms are subject to annual budget
appropriation and Council approval after the conversion is completed. Sustainability is
derived from the conversion of High Intensity Discharge lamps in streetlights, and
incandescent bulbs in traffic signals to more energy efficient lighting such as LEDs. A copy

mandating certain fuel sources or energy-specific technologies.
