220449 Approving the Sale and Transfer of ownership of the City owned Collection of historical
objects for the Kansas City Museum from the City to the Kansas City Museum Foundation
(KCMF); and authorizing the City Manager to execute related documents to complete the
transfer of the Collection.

Anna Marie Tutera and Allen Dillon, KC Museum, presented. This ordinance approves the
sale and transfer of the city-owned collection of historical objects to the Kansas City
Museum. The City Council has approved an agreement between the City of Kansas City,
Missouri, represented by the Board of Parks and Recreation Commissioners, and the
Kansas City Museum Foundation. This agreement gives the foundation the authority to
govern, manage, operate, and maintain the Kansas City Museum.

220450 Estimating revenue in the amount of $300,000.00 in the Capital Improvement Fund;
appropriating that amount to the U.S. 169 “Buck” O'Neil Bridge over the Missouri River
Reuse Study Project; authorizing the City Manager to enter into a Cost Apportionment
Cooperative Agreement with Clay and Jackson Counties; designating requisitioning
authority; and recognizing this ordinance as having an accelerated effective date.

Wes Mender, City Manager’s Office, presented. This Resolution authorizes the City
Manager to enter into a Missouri River Reuse Study Cost Apportionment Cooperative
Agreement with Clay and Jackson Counties. This study will answer two specific questions:
the first one being if repurposing the existing Bridge is allowable from a regulatory and
navigation standpoint, which requires coordination with the U.S Army Corps of Engineers,
the United States Coast Guard, and the Burlington Northern and Santa Fe and Union
Pacific railroads prior to the Missouri Department of Transportation being able to transfer
ownership of the existing bridge; and the second question being what the cost of
rehabilitation for conversion will be. The study will evaluate the conversion of a highway
bridge to a multi-modal crossing over the Missouri River which would provide
non-motorized connections across the Missouri River connecting downtown to the
Wheeler Airport. A copy of the presentation is available in the office of the City Clerk for

220451 Authorizing a $6,410,550.00 Construction Contract with The Havens Construction Co.,
Inc., for the Supplemental Inflow and Infiltration (I/I) Reduction: Round Grove Basin
project; authorizing a maximum expenditure of $8,160,000.00; and authorizing an
$840,000.00 Design Professional Services Amendment No. 1 to Contract No. 1559 with
Crawford, Murphy & Tilly, Inc. for a total contract amount of $1,355,000.00.
Brian Heist, KC Water, presented. This ordinance authorizes the Director of Water
Services to authorizing a construction contract for the supplemental inflow and
infiltration reduction: Round Grove Basin project and authorizing Design OFESSIONAL
Services Amendment No. 1 for construction phase services with The Havens Construction
Company. The supplemental I/I reduction project focuses more on pipe and lateral
rehabilitation and will further reduces storm water inflow and groundwater infiltration
into the sanitary sewer system by repairing defects in pipes, laterals and additional
manholes. The additional reduction in infiltration and inflow will help restore capacity in
the wastewater collection system and reduce wet-weather flows to Blue River
Wastewater Treatment Plant. The purpose of this project is to rehabilitate aging sewer
pipes to like-new conditions and to restore capacity to the wastewater collection system,
thereby reducing the volume and frequency of separate sanitary sewer overflows. A copy

220455 Directing the City Manager to enter into an agreement with the Full Employment Council to
train candidates for potential employment with the City through the Kansas City Municipal
Career Academy.

Councilwoman Ryana-Park-Shaw and Clyde McQueen, Full Employment Council
presented. This ordinance authorizes the City Manager to enter into a partnership
between the City and the Full Employment Council to facilitate training of job candidates
to help qualify them for available positions within the City through the FEC’s Municipal
Career Academy. FEC will identify candidates and pay up to 20 interns for with week
internships identified by various City departments. A copy of the presentation is available
in the office of the City Clerk for reference and review.

220459 RESOLUTION - Stating the City Council’s support for the submission to voters of Platte
County the question of renewal of the County’s 3/8th cent road sales tax, stating the City’s
priority projects for any such renewal, and directing the City Clerk to send a copy of this
resolution to the Commission of Platte County, Missouri.

Wes Minder, City Manager’s Office, presented. This resolution authorizes The City
Council support renewal of Platte County’s 3/8th cent road sales tax for recommended
project to be completed under the renewal. The tax has been used to upgrade narrow
unimproved streets to Kansas City urban street standards including curbs, streetlights,
and sidewalks. Sidewalks were added to all the segments of streets listed above which
provided sidewalk connections from neighborhoods to Renner, Southeast, Chinn, Line
Creek, and Hawthorn Elementary Schools, the Russel Jones School, Walden Plaza, and
Congress Middle Schools and Park Hill High School. The listed projects proposed for the
renewal will reconstruct existing narrow two lane unimproved streets to two or three lane
complete streets with bicycle and pedestrian accommodations and would better
multi-modal access to Hopewell, Line Creek, and Southeast Elementary Schools, Walden
Middle School, and the Park Hill LEAD High School. A copy of the presentation is available
in the office of the City Clerk for reference and review.

220438 RESOLUTION - Designating the City’s share of Platte County’s special road and bridge tax
receipts for calendar years 2020, 2021, and 2022 to be allocated to North Coventry between
N.W. 68th Street and N.W. 76th Street per RSMo 137.556; and directing the City Manager
to transmit this resolution to Platte County.

Wes Minder, City Manager Office, presented. This resolution authorizes the Director of
Public Works to designate the City’s share of Platte County’s special road and bridge tax
receipts for the calendar years 2020, 2021, and 2022 to be allocated to North Coventry
between N.W. 68th Street and N.W. 76th Street. There are five road districts located in
Platte County which were established under state law and generate funding through
property taxes. Three of these districts overlap with Kansas City, Missouri: Parkville, Platte
City Special, and Country Road District No. 1 Portions of those funds are returned to the
City as required by state law. North Coventry is an unimproved and narrow street. The
proposed design is a two lane street with a sidewalk trail on the west side of the street
and sidewalk on the east side of the street. This will connect Park Hill Lead School to the
neighborhoods to the east of Coventry and also to the sidewalks along NW 68th Street.

mandating certain fuel sources or energy-specific technologies.
