This Resolution authorizes the City Manager to enter into a Missouri River Reuse Study Cost Apportionment Cooperative Agreement with Clay and Jackson Counties. This study will answer two specific questions: the first one being if repurposing the existing Bridge is allowable from a regulatory and navigation standpoint, which requires coordination with the U.S Army Corps of Engineers, the United States Coast Guard, and the Burlington Northern and Santa Fe and Union Pacific railroads prior to the Missouri Department of Transportation being able to transfer ownership of the existing bridge; and the second question being what the cost of rehabilitation for conversion will be. The study will evaluate the conversion of a highway bridge to a multi-modal crossing over the Missouri River which would provide non-motorized connections across the Missouri River connecting downtown to the Wheeler Airport.
