220465 Authorizing a new 20-year Water Purchase Agreement replacing the 1991 Water Purchase
Agreement between Kansas City, Missouri and the Raytown Water Company.
Wes Minder and Phil Cridlebaugh, KC Water, presented. This ordinance authorizes the
City of Kansas City, Missouri, to renew the expired Water Purchase Agreement with
Raytown Water Company as per Chapter 3, Section 41 of the Code of Ordinance. This
ordinance requires Council approval for any cooperative agreement on behalf of the City
that extends beyond 6 years. The renewed agreement will allow Kansas City to continue
diversifying its water sales by providing water on a wholesale basis to Raytown Water
Company, generating continue water revenue from this customer located outside the city

220466 Authorizing the First Amendment to the Water Purchase Agreement between Kansas City,
Missouri and Clay County Public Water Supply District #8 and extending the Agreement
for 20 years.
Wes Minder and Phil Cridlebaugh, KC Water, presented. This ordinance authorizes the
First Amendment to the Water Purchase Agreement between Kansas City, Missouri, and
Clay Public Water Supply District. This amendment extends the current agreement for 20
years. Extending the current Water Purchase Agreement for another 20 years will enable
Kansas City to continue diversifying its water sales by selling water on a wholesale basis to
Clay County. This will generate continued water revenue from its customer, who is
located outside of the city limits. A copy of the presentation is available in the office of
the City Clerk for reference and review.

construction, location and maintenance of the “Route 45/I-29 Interchange Improvements”,
Project No. 89008182, in Kansas City, Platte County, Missouri; providing for the payment
of just compensation therefore; authorizing continued negotiations and purchase by the
Director of the Department of Public Works; authorizing the filing of the petition for
condemnation by the City Attorney on behalf of the City; and directing the City Clerk to
record this ordinance in the office of the Recorder of Deeds for Platte County, Missouri.
Nicolas Bosonetto and John Cardwell, Public Works, presented. This ordinance authorizes
The City of Kansas City, Missouri is looking to acquire private land for the Route 45/I-29
interchange improvements project. The land will be used to provide additional access for
roadway improvements. The director of Public Works is authorized to negotiate the
purchase of the land and pay for it using funds appropriated for this purpose, pending the
acquisition of the land by condemnation. The city aims to invest in neighborhood
stabilization and revitalization to reduce blight, ensure sustainable housing, and improve
the well-being of residents while sustaining their diverse cultures. Additionally, there is a
proposal to support legislation addressing environmental health hazards, including air and
noise pollution.

location and maintenance of the “Front Street, I-35 to Universal Avenue Improvements”,
Project No. 89008088, in Kansas City, Jackson County, Missouri; providing for the
payment of just compensation therefore; authorizing continued negotiations and purchase
by the Director of the Department of Public Works; authorizing the filing of the petition for
condemnation by the City Attorney on behalf of the City; and directing the City Clerk to
record this ordinance in the office of the Recorder of Deeds for Jackson County, Missouri.

director of Public Works is authorized to negotiate the purchase of this land. The
properties being condemned will be used by the City of Kansas City, Missouri as street
right of way and for temporary construction easements. Just compensation for the
property interests taken shall be assessed and paid according to law; and the proceedings
to determine compensation shall be prosecuted in one or more suits in the Circuit Court
of Jackson County, Missouri. A copy of the presentation is available in the office of the

Balance of the General Obligation Series 2023A Question 1 Bond Fund; designating
requisitioning authorities; declaring the intent of the City to reimburse itself from the
bond proceeds for certain expenditures; and authorizing the Director of Finance to close
project accounts.

Mark Montogomery and Uday Manepalli, Public Works, presented. This ordinance
authorizes The Director of Finance to execute funding for the construction of fixed
capitalizable assets. The intention is to reimburse the City from the bond proceeds for
certain expenditures and to authorize the Director of Finance to close project accounts.
This ordinance covers the construction of sidewalks for 34 blocks and design inspection.
This project aims to improve the overall health of the public by providing better
accessibility through the ADA project. The sidewalks are expected to have a lifespan of
30-40 years. A copy of the presentation is available in the office of the City Clerk for
reference and review.
