Nicolas Bosonetto, Public Works and Ann Jordan, Mayor’s Office, presented. This resolution instructs the City Manager to submit projects to MARC’s Planning Sustainable Places Program once local match funding is confirmed. The city has identified six projects for this program: Phase 4 of the Bike/Pedestrian study for the Burlington Corridor, Connecting streets between Blues Park, Troost Lake Park, and Spring Valley Lake Park, Downtown Loop Trail Study, Southwest Blvd. Corridor Study, Emanuel Cleaver Blvd. Vision Zero and Complete Streets Study. Immediate Adoption as a Committee Substitute Page 1 of 5 Transportation, Infrastructure and Meeting Minutes - Final-Revised June 15, 2022 Operations Committee 220493 RESOLUTION - Directing the City Manager to conduct an infrastructure study to evaluate the feasibility of implementing an emergency vehicle traffic signal preemption system and report to the City Council within 120 days. Sponsors: Lucas Isabella Gruse, Mayor’s Office, presented. This resolution directs the City Manager to conduct an infrastructure evaluation to assess the feasibility of implementing an emergency vehicle traffic signal system. The City Manager is also expected to report back to the council within 120 days. The State of Missouri is collaborating in the implementation of a smart infrastructure program known as Gateway Greenlight. One of the program's features is an emergency vehicle preemption system, where onboard GPS equipment predicts vehicle movement and accurately controls traffic lights to assist first responders in reaching their destinations as quickly and safely as possible. Immediate Adoption as a Committee Substitute Aye: Councilmember Bunch, Councilmember Robinson, Councilmember O'Neill and Councilmember Shields Out: Councilmember Loar 220512 Dedicating a portion of City-owned real estate for public right of way, north of East 63rd Street from the east right of way line of Brooklyn Avenue, east to the west right of way line of Prospect Avenue, for Project Number 89008711, Southpointe Development - 63rd Street Reconstruction - Brooklyn Avenue to Prospect Avenue all in Kansas City, Jackson County, Missouri; and directing the City Clerk to record this ordinance in the Recorder’s Office of Jackson County, Missouri. Sponsors: Parks-Shaw and Barnes Jr. Nicolas Bosonetto and Stacy Lowe, Public Works, presented. This ordinance will authorize the Public Works to allocate a portion of city-owned real estate for public right of way. It will be located north of East 63rd Street from the eastern right-of-way line of Brooklyn Avenue. This dedicated right of way will be used by Kansas City for future street improvements and any necessary additions. Kansas City and its agents will have the right to access the dedication for the purpose of constructing, reconstructing, maintaining, operating, and repairing existing and future public improvements or making connections to them. This ordinance authorizes the Director of Aviation is authorized to execute Amendment No. 6 with HNTB Corporation for the design of an airport development project at KCI Airport. This amendment includes services for performing a design, coordinating an FAA Reimbursable Agreement, and providing bidding services for the reconstruction and realignment of the runway 1L-19R high-speed taxiways. This rehabilitation is important for the airport to continue operating safely and efficiently for the traveling public, including children. Jade Liska and Mike Waller, Aviation, presented. This ordinance authorizes the Director of Aviation to execute Amendment No. 5 for the design professional agreement with Burns & McDonnell. The main objective of this rehabilitation project is to remove and replace the distressed concrete and asphalt pavement surfaces at the maintenance and overhaul base located at KCI. The existing pavement has reached the end of its usable life, with the majority of it in poor condition according to the most recent Pavement Condition Index analysis. This amendment includes pre-construction services, construction management, inspection and observation services, as well as final project close-out documentation for the Overhaul Base Apron Rehabilitation Phase II.
