Jeff Martin and Scott Parker, KC Water, presented. This ordinance authorizes The Director of the Water Department, along with the Chief Engineering Officer and Utility Asset Manager, is authorized to represent the City in the American Rescue Plan Act. These individuals will be responsible for planning and delivering capital improvement projects eligible for the ARPA program. This ordinance will impact all 6 Council Districts. The projects under the program aim to enhance the reliability of drinking water distribution, provide improved sewer service to residents, and reduce storm water damage to property. This ordinance authorizes the Director of Public Works to increase the mowing contractor's contracts to account for rising fuel costs and to ensure that their staff is paid at least $15/hour. This adjustment is necessary to retain and attract mowing staff responsible for Land Bank properties. The City requires a minimum pay of $15/hour, and the increase in contracts will enable mowing contractors to cover fuel cost hikes and provide fair wages to their employees. This ordinance authorizes the City Manager to execute a Memo of Understanding with the Board of Police Commissioners of Kansas City to provide off-street parking to the KCPD at City parking facilities known as JE Dunn Garage and Ed Wolf Garage for a 10-year term to help with parking on 12th Street. Hold on Agenda Page 2 of 3 Transportation, Infrastructure and Meeting Minutes - Final-Revised June 22, 2022 Operations Committee General Services 220393 Authorizing the Manager of Procurement Services to execute a one-year term and supply contract (EV2218) with United American Security, LLC d/b/a GardaWorld Security Services that exceeds the $1,000,000.00 Section 3-41(a)(2) threshold to provide security services; and authorizing the Manager of Procurement Services to amend the Contract and exercise the City’s five one-year renewal options without additional council authorization. Darrell Everett and Scott Glaeser, General Services, presented. This ordinance authorizes the Manager of Procurement Services to execute a one-year contract with 5 annual renewals with GardaWorld Security Services. The City's current contract with GardaWorld is expiring, and a new contract needs to be put in place. The unanimous opinion of all members of the evaluation teams was to select GardaWorld Security as the awardee.
