220543 Authorizing the Manager of Procurement Services to execute a one year $7,000,000.00
contract with Ace Pipe Cleaning, Inc., to provide specialized equipment and vehicles
required to treat and pump facility pipe lines, tanks and process equipment; and authorizing
the Manager of Procurement Services to amend the contract and exercise five one-year
renewal options.
Cory Burress, General Services and Brent Herring, Water Services, presented. This
ordinance authorizes the Manager of Procurement Services to execute a one-year
contract with Ace Pipe Cleaning, to provide specialized equipment and vehicles required
to treat and pump facility pipe lines, tanks and process equipment and amend the
contract with five one-year renewal options. The purpose of this ordinance is the
development and update sustainable infrastructure that includes a comprehensive asset
management plan for critical assets that include the goal of keeping infrastructure assets
as good or better condition.

220547 Authorizing a $373,700.00 Amendment No. 6 with WSP USA Inc., for the Airfield and
Landside Design project at CBW Downtown Airport; and authorizing a maximum
expenditure of $448,440.00 from previously appropriated funds for a total contract amount
of $997,939.00.
Jade Liska and Mike Waller, Aviation, presented. This ordinance authorizes amendment 6
to the design professional agreement with WSP USA, Inc. This amendment provides
advisory and professional services to update the Department’s Title VI Program of the
Civil Rights Act of 1964 including the Limited English Proficiency plan requirements in
order to maintain federal funding eligibility. This project will utilize FAA airport design
criteria to address and provide solutions to non-standard airfield conditions. This project
will identify ways to maximize the life of runway, taxiway and apron pavements, as well as
terminal area and landside facilities and invest funds in necessary capital improvements at
KCI which are intended to serve current and future operational demand. A copy of the
presentation is available in the office of the City Clerk for reference and review. This item
was held until 7/13/2022.

220549 Authorizing a $939,416.47 Amendment No. 3 with CDM Smith, Inc. for the Storm Water
Development/Master Plan at the KCI Airport; authorizing an expenditure for this
amendment of $939,416.47; and recognizing this ordinance as having an accelerated
effective date.
Jade Liska and Mike Waller, Aviation, presented. This ordinance authorizes the Director
of Aviation to execute a design professional agreement Amendment No. 3 with CDM
Smith, Inc. for storm water development plan at KCI Airport. This project provides a
comprehensive inventory and strategy of existing storm water system. The original
agreement provided a Storm Water Development Master Plan that will incorporate all
hydraulic basins impacting KCI Airport. This amendment will add South Terminal Apron
Improvements for New Terminal to the project scope. Developing a Storm Water Master
Plan will allow KCI to inventory and analyze the needs of the storm water runoff system
and maintain water quality and potential flooding while meeting applicable regulations. A

220550 Authorizing a $7,524,832.80 contract with Ideker, Inc. for the MKC Rehabilitate Runway
3-21 project at Charles B. Wheeler Downtown Airport; and authorizing an expenditure of
$9,029,799.36.
Jade Liska and Mike Waller, Aviation, presented. This ordinance authorizes the Director
of Aviation to execute a construction contract with Ideker, Inc. for asphalt surface
rehabilitation of runway at Charles B. Wheler Downtown Airport. Pavement distresses
have advanced to the point that the pavement has become a significant source of debris.
The continued deterioration of the existing surface and age of the pavement has made
further maintenance cost prohibitive. Additional improvements will include rehabilitation
of Taxiways G, J, and M. Replacement of the runway’s medium intensity lighting system
and electrical circuitry and upgrade of the runway’s markings and signage. A copy of the
presentation is available in the office of the City Clerk for reference and review.
