220576 Authorizing the Director of General Services to submit the Jackson County Sheriff Deputy
Off-Duty Employment Request to the Jackson County Sheriff’s Office to provide security
services; estimating interest income from the American Rescue Plan and appropriating
same to RebuildKC and for security services at Westport and the Plaza; designating
requisitioning authorities; and recognizing this ordinance as having an accelerated effective
date.
Yolanda McKinzy and Scott Glaser, General Services, presented. This ordinance authorizes
the Director of General Services to submit a request to Jackson County Sheriff’s Office to
provide Off-Duty Employment for security services at Westport and the Plaza. The
purpose is to provide safety and security to visitors in the City’s entertainment districts
including 18th & Vine, Country Club Plaza, and Westport. The Jackson County Sheriff’s
Office agreed to provide off duty officers as security to the entertainment districts. The
City desires to fund security services at the Plaza and Westport to provide increased
presence in these areas. The presence of officers is a concerted effort to upgrade and
streamline security operations to better ensure the safety of the thousands of people
visiting the entertainment districts on any given day or night during summer months. This
item was held off the agenda.

220577 Reducing an appropriation in the amount of $275,000.00 in the Capital Improvements Sales
Tax Fund; appropriating that amount to the Grand Boulevard Bike Improvements account;
and authorizing Amendment No. 3 for Design Professional Services with Veenstra and
Kimm, Inc. in the amount of $514,920.00 for a total contract amount of $1,116,973.00.

Patti Hildebrand and Wes Minder, Public Works, presented. This ordinance authorizes
the Director of Public Works to execute a design professional services contract with
Veenstra and Kimm for various projects. The projects include: connecting Segment 2 of
the Route 152 Trail to McHenry Park, designing three bridges for the second Creek
Greenway Trail, providing design services for Segment 3 of the Shoal Creek Trail, and
converting the on-street bike lanes on Grand Avenue from Truman Road south to
Pershing Road into a separated two-way cycle trail. These improvements on Grand
Avenue will enhance safety for bicycle and pedestrian users, add street trees, and reduce
impervious surfaces.
