220622 Declaring certain real property generally located at 4250 N.E. Birmingham Road, Kansas
City, Missouri 64117 surplus to the City's needs; authorizing the Director of General
Services to offer the sale of the City’s interest in this real property in accordance with City
regulations, and execute related documents to complete the transfer of the real property
while reserving easements, as necessary, for any existing City owned sewer, storm water,
and water line infrastructure on the said property.
Ashley Wise, General Services, presented. This ordinance authorizes the Director of General
Services to surplus the property located at 4250 NE Birmingham Rd, so it may be offered for sale
via the City’s public request for proposal process. This property is vacant, and unimproved land is
no longer needed for public use. Water and sewer easements will need to be retained by the City.

distribution plant and system within territory of the City of Kansas City, Missouri.

No. 4 to the CM@R contract with KC Streetcar Constructors for Construction Services in
the amount of $9,316,752.00, for a total contract amount of $222,757,291.00; and
recognizing this ordinance as having an accelerated effective date.
Jason Waldron, Public Works, presented. This ordinance authorizes Director of Public Works to
enter into an agreement for the ongoing construction phase of the KC Streetcar Main Street
Extension Project. Construction services will support the extension of the Streetcar service by 3.5
miles from the current terminus at Union Station to the University of Missouri-Kansas City. The
project includes the construction of nine stations, the expansion of the existing vehicle
maintenance facility, and the purchase of six vehicles, transit signal priority and queue jumps,
intersection and sidewalk improvements, and the installation of a communications system. A copy

construction, location and maintenance of the “KCI Corridor Trail Segment 1”, Project No.
89020225, in Kansas City, Platte County, Missouri; providing for the payment of just
compensation therefore; authorizing continued negotiations and purchase by the Director of
the Department of Public Works; authorizing the filing of the petition for condemnation by
the City Attorney on behalf of the City; and directing the City Clerk to record this ordinance
in the office of the Recorder of Deeds for Platte County, Missouri.
Nicolas Bosonetto and John Cardwell, Public Works, presented. This ordinance authorizes the
Director of Public Works to condemn private properties for the KCI Corridor Trail Segment 1
project. The improvements shall be of nature described and specified in, and shall be done in
accordance with the plans and specifications certified under the supervision of the Director of
Public Works. The properties being condemned will be used by the City of Kansas City, Missouri
for pedestrian right of easements and for temporary constructions easements. Pending the
acquisition of said lands by condemnation, the Director of Public Works is hereby authorized to
negotiate the purchase of said land and pay for them out of funds appropriated or to be
appropriated as aforesaid. A copy of the presentation is available in the office of the City Clerk for

220640 Authorizing a $2,144,000.00 Amendment No. 1 with Structure, Inc. for the Tenant Finishes
project at KCI Airport; authorizing a contingency amount; and authorizing a maximum
expenditure under this Amendment of $2,572,800.00 for a total contract amount of
$5,144,000.00 from previously appropriated funds.
Jade Liska and Melissa Cooper, Aviation, presented. This ordinance authorizes the Director of
Aviation is authorized to execute Amendment No.1 with Structure, Inc. for the Tenant Finishes
project at KCI Airport. The scope of services includes serving as the Program Manager and System
Integrator for Site Validation as required by TSA. This entails coordinating with TSA to meet the
airport's obligation to procure and install necessary equipment from specified vendors as per TSA
specifications. Additionally, the contractor will provide on-site management and coordination
services to facilitate the move of airline spaces from existing Terminals B & C. A copy of the

220607 Authorizing a Non-Aeronautical Advertising Concession Agreement with Departure Media,
Inc., for the construction, leasing, operation, and management of an advertising concession
program at the New Terminal at the Kansas City International Airport.
Pete Fullerton, Aviation, presented. This ordinance authorizes the Director of Aviation to execute
an Advertising Concessions Management, Operation and Development Contract with Departure
Media, Inc. This agreement will allow Departure Media to develop and lease advertising
concessions at the new KCI. The term of the agreement is 10 years with mid-term refurbishment
in year 4 and year 6 of the 10-year term. Additionally, the contract provides the airport a
minimum annual guarantee when gross advertising revenues reach $600,000.00 in a contractual
year.
