This ordinance authorizes the Director of Water Services to execute a Design Professional Services contract with George Butler Associates, Inc. for water main replacement at E. Armour Boulevard to E. 40th Street, Warwick Boulevard to Wayne Avenue. The Water Services Department is undertaking this design professional services project to improve distribution system reliability, increase hydraulic conveyance capacity, and support fire protection. This contract also includes project administration, preliminary field and record investigations, property surveys, pipeline route survey, preliminary and final design, and preparation of construction. This work will include the transfer of customers’ water service connections from existing mains to new mains, as well as restoration of roads and properties. This ordinance authorizes the Director of Water Services to execute a design professional service contract for water main replacement in the area of College Avenue to Norton Avenue, E. 21st Street to E. 31st Street. This project is for the design to replace aging, break-prone cast iron pipe water mains with ductile iron pipe. This project includes the replacement of approximately 14,745 linear feet. This contract also includes project administration, preliminary field and record investigations, property surveys, pipeline route survey, preliminary and final design, and preparation of construction. This project will contribute to a sustainable Kansas City by replacing aging, break-prone water mains with new water mains, thereby improving distribution system reliability, increasing hydraulic conveyance capacity, and supporting fire protection. This ordinance authorizes the Director of Water Services to execute design professional services with HDR Engineering for Annual Sewer Rehabilitation: Force Main project. This project will proactively address the needs for improving the condition of force mains in the combined and sanitary sewer systems city-wide. The intent of this work is to find and repair deteriorating force mains before failures occur and more expensive emergency repairs are necessary. Based on the evaluation and recommendations, City staff will authorize the design professional to develop contract documents for construction of necessary repairs. This project will contribute to a sustainable Kansas City by improving the performance, capacity, and reliability of the City’s sewer system, thereby reducing sewer overflows and improving water quality. Srinivas Vallabhaneni and Brian Heist, KC Water, presented. This ordinance authorizes the Director of Water Services to execute a Design Professional Services Contract with Black & Veatch Corporation for the Green Infrastructure Project: 63rd and Daniel Morgan Boone Park. This project will reduce the volume combined sewer overflows at Outfall 090 within the Town Fork Creek Basin with integration of green infrastructure and storm water collection system improvements. The purpose of this project is to utilize green infrastructure and other CSO control technologies to effectively reduce CSO volume to Town Fork Creek and realize increased levels of public health and environmental protection. The project will be to develop alternatives to maximize the reduction of combined sewer overflows into Town Fork Creek at CSO outfall 090 located at the west end of Daniel Morgan Boone Park. This contract will have an 18-month service period. A future contract amendment is anticipated to provide final design services and preparation of construction contract documents for the first phase of the project. This ordinance authorizes Public Works to accept Water Services Department to adopt version of section 2600 of Public Works Standards and Design Criteria. This ordinance will allow for rescinding of Public Works Department Standards Committee recommended Section 2600. These standard changes will provide for the construction of high quality, durable infrastructure that will require less maintenance, and result in a longer useful life. Sponsors: Fowler Michael Shaw, Public Works, presented. This ordinance authorizes the Director of Public Works to amend Chapter 62, Article II of the Code of Ordinances titled Solid Waste. Section 62-41, “Residential Refuse Collection” will be repealed and new sections will be enacted. The City will provide public curbside refuse collection and disposal services to each habitable dwelling unit in a residential building containing six or fewer units. Every person not receiving city-provided refuse collection services shall provide for the collection and disposal of refuse in accordance with the provisions.
