220596 RESOLUTION - Adopting the City’s Climate Protection and Resiliency Plan which has
been approved by the Climate Protection Steering Committee and incorporating its findings
and recommendations into City policy and operations.
Sponsors: Shields, Bough, Robinson, Bunch, Lucas and Parks-Shaw
Andy Savastino, Climate Protection, presented. This resolution is adopting the
City’s Climate Protection and Resiliency Plan. This plan provides the roadmap for
reducing Kansas City’s contribution to climate change and for strategies to help our
community adapt to the climate-related impacts we are already experiencing. The
Council must now demonstrate its resolve and begin the process to make serious
climate action a reality. The City reaffirms that climate protection and greenhouse
gas reduction should be key factors in all decisions and actions by the City and
requires that all future relevant plans, policies, and other goals of the Climate
Protection and Resiliency Plan. A copy of the presentation is available in the office
of the City Clerk for reference and review.

220710 Authorizing Change Order No. 3 in the amount of $311,380.00 with Gunter Construction
Company for the 62210543 - Rehabilitate Relief Wells Phase III Project for a total contract
amount of $2,176,568.00.
Jade Liska, Aviation, presented. This ordinance authorizes the Director of Aviation
to execute a Change Order No. 3 with Gunter Construction Company for
Rehabilitate Relief Wells Phase III Project. MoDOT is currently replacing the Buck
O’Neil Bridge over the Missouri River, which is directly adjacent to Relief Well and
floodwall. Develop and update sustainable infrastructure plans that include a
comprehensive asset management plan for critical assets that include the goal of
keeping infrastructure assets at good or better condition.

City Manager
220711 Estimating revenue in the amount of $536,152.84 to the General Fund, Fund 1000, from
Evergy’s Renewables Direct Program; and appropriating that amount to the account of the
Office of Environmental Quality; and designating requisitioning authority.
Andy Savastino, City’s Manager Office, presented. This ordinance authorizes the
City Manager to execute Renewables Direct Participation Agreements with Evergy
for the City’s GMO account areas for the purpose of purchasing electric energy
from a renewable energy resource. Since the resource began, the City has
avoided approximately $900,000 in energy costs and generated additional funds to
be credited to the City. It is the intent of this action to use those funds towards
implementation of the City’s Climate Protection & Resilience Plan. Update the
City’s climate protection plan with new goals for GHG reductions, incorporating
new strategies for climate adaptation, mitigation, resilience, and long term removal
of carbon from the atmosphere.

Balance of the General Obligation Series 2023A Question 1 Bond Fund to fund the final
allocation of backlogged sidewalk projects; designating requisitioning authorities;
declaring the intent of the City to reimburse itself from the bond proceeds for certain
expenditures; and authorizing the Director of Finance to close project accounts.
Uday Manepalli, Public Works, presented. This ordinance authorizes the Director
of Public Works to use the estimate revenue and appropriate funding for Question
1, to fund the final allocation of backlogged sidewalk projects. Develop and update

limited to, a pre-development services agreement, a primary development agreement, and
all other necessary agreements consistent with this ordinance, with the most favorable
respondent to the Barney Allis Plaza Redevelopment (RFP BAP2022) and provide a
180-day period for negotiations.

Manager to enter into agreements; pre-development service agreement, primary
development agreement for the Barney Allis Plaza Redevelopment, the City
requesting proposals outlining the redevelopment of the Auditorium Plaza Garage
and Barney Allis Plaza Event Space. A copy of the presentation is available in the

Water Services
220690 Authorizing a $488,292.00 design professional services contract with Wilson & Company,
Inc. Engineers & Architects, for the Water Main Replacement in the Area of Wornall Road
to Oak Street, W. 55th Terrace to E. 72nd Street project.
Melody Gellick and Jeff Martin, KC Water, presented. This ordinance authorizes
the Director of Water Services to execute Design Professional Service Contract
with Wilson & Company, Inc. Engineers & Architects for water main replacement in
the area of Wornall Road to Oak Street. The Water Services Department is
undertaking this design professional services project to improve distribution system
reliability, increase hydraulic conveyance capacity, and support fire protection. This
contract also includes project administration, preliminary field and record
investigations, property surveys, pipeline route survey, preliminary and final design,
and preparation of construction drawings for bidding. A copy of the presentation is

220702 Directing the City Manager to update the Trails KC Plan to include additional neighborhood
connections and update the Five-Year Prioritization Plan that aligns with the City’s business
plan and equity goals to guide future capital improvement planning and federal grant
applications.

Wes Minder and Bobby Evans, Public Works, presented. This resolution
authorizes the City Manager to update the Trails KC Plan to include additional
neighborhood connections. Since the adoption of the Trails KC Plan the City has
completed an update to the Bicycle Plan which included separated on-street
bicycle system and a comprehensive overlay of both plans is lacking which results
in areas of the City lacking access to the multi-modal transportation system. A
copy of the presentation is available in the office of the City Clerk for reference and
review. This item will be held until 8/31/2022.
