Authorizing a $9,293,000.00 Construction Contract with Garney Companies, Inc., for the
Birmingham Pump Station Screen Replacement; authorizing a maximum expenditure of
$10,222,300.00; and authorizing a $603,143.68 Design Professional Services Amendment
No. 1 to Contract No. 1588, for the Birmingham Pump Station Screen Replacement project
with Lion CSG, LLC, for a total contract amount of $931,766.68; and recognizing this
ordinance as having an accelerated effective date.

construction contract and amendment to a design professional services
contract for the Birmingham Pump Station Screen Replacement projects, and
recognizing this ordinance as having an accelerated effective date. The
request for the accelerated effective date on this proposed ordinance is to
expedite execution of the construction project in order to meet the 90-day bid
period. The Birmingham Pump Station is located at 11011 Birmingham
Road, Kansas City, Clay County, Missouri. The bidder was chosen based on
the lowest and best bid for the project. This item will be held until 10.12.2022

Declaring certain real property generally located on the west side of Searcy Creek between
210 Highway and approximately N.E. 36th Street, Kansas City, Missouri 64117 surplus to
the City's needs; authorizing the Director of General Services to offer the sale of the City’s
interest in this real property in accordance with City regulations, and execute related
documents to complete the transfer of the real property while reserving easements, as
necessary, for any existing City owned sewer, storm water, and water line infrastructure on
the said property.

Lease Agreement with Signatory Airlines at Kansas City International Airport; authorizing
the execution of like agreements with additional airlines; and authorizing the execution of
amendments to the agreements.

appropriates $489,303 from the Unappropriated Fund Balance of the Aviation
Fund; and authorizing a $2,348,657 contract with SITA Information Network
Computing USA for operation and maintenance service of low-voltage IT
systems in the single terminal facility at Kansas City International Airport.
SITA will provide remote software / application support and all relevant
licensing for the several systems used throughout the airport. The contract
will begin upon substantial completion of the new terminal facility on or
around February 2, 2023 and shall end no later than February 1, 2028. A copy

Angie Laurie, Public Works, presented. This ordinance authorizes the City
Manager to execute the Agreement Amendment with the Kansas City
Streetcar Authority and Herzog Transit Service for operations and
maintenance support of the expanded streetcar system through the existing
contract term, April 30th, 2026. Services will provide required operations and
maintenance support, start-up capacity, and staffing necessary to fulfill local,
state, and federal requirements related to the pending expansion projects
(Main Street Extension and Riverfront Extension). A copy of this

design airport development at CBW Downtown Airport for a total contract amount of
$3,075,000.00; authorizing a maximum expenditure of $2,107,200.00 from previously
appropriated funds for the amendment; and authorizing the Director of Aviation to amend
and increase this contract by a contingency amount not to exceed $351,200.00 for this
amendment.

This ordinance estimates and appropriates 1,350,000 federal TAP grant and
awards Radmacher Brothers with a contract to build the Route 152 Trail
Segment 12 project from NW Anglia to Maplewoods Parkway. Ordinance
140182 directed the City Manager to apply for multiple federal grants through
MARC. The City received $1,350,000 for an extension of the Route 152 Trail
from NW Anglia Drive to Maplewoods Parkway. The project was
administered through MoDOT's LPA grant program and bid for construction.
The local match has been provided by Council Districts 1 and 2 PIAC funds.
The project has a federal DBE goal of 8% administered by MoDOT's Civil
Rights Division and the contractor has submitted a utilization plan of 8%.
Project expands City's non-motorized transportation system to reduce GHG

for the purchase of seven all-electric shuttle buses in an amount not to exceed
$4,820,382.00; authorizing the Director of Aviation to execute a contract with Metropolitan
Energy Center, Inc., to accept and approve $732,800.00 grant funds from the U. S.
Department of Energy through Metropolitan Energy Center, Inc., to support the purchase of
four of the all-electric shuttle buses; estimating revenue in the amount of $732,800.00 in the
Federal Stimulus Grants account; and appropriating $3,020,382.00 from the Unappropriated
Fund Balance of the Aviation Fund.

Aaron Kaden, Aviation Department, presented. This ordinance authorizes the
Director of Aviation to execute a contract with Metropolitan Energy Center,
Inc., to accept and approve $732,800.00 grant funds from the U. S.
Department of Energy through Metropolitan Energy Center, Inc. The grant
funding awarded to the Kansas City, MO Aviation Department (KCI) through
this project is intended to support the purchase of four all-electric shuttle
buses, which will provide zero-emission service to the airport’s long-term
parking lots. Under the terms of the grant, MEC will provide federal funds in
the above amount estimated at a total cost of $2,754,504.00. The remainder,
or $2,021,704.00, must be provided by KCI via nonfederal sources.
