The change to the ordinance relates to the process for sidewalk café, parklet, street café, or parking lot alcohol licenses, which are only issued by those departments that accept applications. The goal is to eliminate steps to the application process and confusion to the applicant. This ordinance amends chapters 70, Code of Ordinances, entitled “Traffic and Vehicles” by repealing several sections of the code and enacting in lieu thereof new sections. This includes amending Chapter 2, entitled “Administration” and Chapter 50, entitled “Offenses and Miscellaneous Provisions”. The changes to the code are an approach to enforce parking and ticketing implementation. There will be adjustment to the fees and fines related to violations and the process. Fees will increase due to Missouri State statues and the City’s minimum for fees. Public Works will focus on high volume density areas and KCPD will have a two phase approach.
