Missouri Department of Natural Resources.

Officer and Chief Financial Officer of the Water Services Department to act as the City’s
designated authorized representatives for participation by the Water Services Department in
the Missouri State Revolving Fund Program in accordance with state requirements
administered by the Missouri Department of Natural Resources. In compliance with the
recommendation by the KC Water Cost of Service Task Force to "reduce future utility rate
increases with revenue (when available) from state and federal programs", KC Water, if
authorized, intends to seek funds from the State Revolving Fund (SRF) Program
administered by the Missouri Department of Natural Resources (MDNR) for various
projects. As part of the process of applying for SRF funds, MDNR has requested that the
City designate individuals authorized to act on behalf of Kansas City, Missouri for purposes
of this program.

Airport; and estimating revenue in the Aviation Fund.

Melissa Cooper and Pete Fullerton, Aviation presented. This ordinance is to authorize a
Lease Agreement between the City of Kansas City, Aviation Department and AlClear, LLC,
d/b/a Clear at the New Terminal at Kansas City International Airport. The lease is for 526
square feet of office space located at the new Terminal. The term of the lease is for five
years and 2 months. The lease may be renewed by the Director of Aviation for additional
one-year periods. The lease does contain a provision for rent with an anticipated revenue
generation of $450,000 over the initial lease terms. A copy of this presentation is on file

Concession Agreement between the City of Kansas City, Aviation Department and AlClear,
LLC, d/b/a Clear at the New Terminal at Kansas City International Airport. The
Concession Agreement authorizes Clear to perform Registered Traveler Services at the new
Terminal. The term of the lease is for five years and 2 months. The Concession Agreement
may be renewed by the Director of Aviation for additional one-year periods. The
Concession Agreement does contain a provision for concession fees with an anticipated
revenue generation of $2,019,000 over the initial lease terms, which includes a one-time
payment of $500,000 and 10% of gross revenues, estimated at $294,000 annually. A copy

License Agreement between the City of Kansas City, Aviation Department and T-Mobile
Central LLC at the New Terminal at Kansas City International Airport. KCAD has
installed a common Distributed Antennae System (cDAS) to enhance cellular coverage
within the New Terminal. The DAS license agreement provides T-Mobile Central LLC to
utilize the system. The term of the agreement is for ten years with two, five year automatic
renewals, unless either elects not to renew by written notification. The agreement requires a
Capital Contribution of $3,756,250 to be paid in 3 installments and an annual access fee of
$118,296 annual, with a 2% annual escalation cost for the access fee for a total of
approximately $4,939,210 during the initial 10 year term. A copy of this presentation is on

Services at the CBW Downtown Airport; authorizing a maximum expenditure of
$1,453,064.80. An airport master plan is a comprehensive study of the airport and
determines the long-term development plans to meet future aviation demand over a 20-year
planning period. The goal of the study will be to establish a framework for future
development and improvements projects that are cost-effective - considering city and FAA
funding sources - and capable of serving future operational demand. A copy of this

Manager to negotiate with Jackson County to partner in providing effective rehabilitation
and detention services in the Jackson County New Detention Center Campus; and to present
a status report to Council within thirty days. The city was ejected from the Jackson County
Jail, therefore leading the City to look for other facilities to house inmates. This includes
utilizing the Heartland facility as well as other jails throughout Missouri. This has led to
substantial expense.

Other Goods and Services contract for the Birmingham Wastewater Treatment Plant
Biosolids Land Application; and authorizing one successive two-year option to renew with
further City Council approval. The Birmingham Wastewater Treatment Plant is located at
10801 N.E. 28th Street, Kansas City, Clay County, Missouri. A new procurement contract
mechanism is needed to support the revised Missouri State Operating Permit (MO-0049531
[Permit]) for the Birmingham Wastewater Treatment Plant, which has a requirement for
biosolids removal within the holding cells to be land applied or removed routinely (with the
total volume produced to be removed in a period not to exceed five years). This contract
will provide for construction of temporary structures to facilitate biosolids removal,
dewatering, stabilization (if necessary), and transportation and land application at the
Birmingham Land Application Site (BLAS). The maximum obligation of this procurement
contract is $2,400.000.00. A copy of this presentation is on file with the Clerk’s office.
