public use for Street Right of Way purposes, for the construction, location
and maintenance of the “N. Holmes Sidewalk - N.E. Greenfield Rd. to
N.E. 42nd St.”, Project No. 89060545, from the intersection of N.E.
Greenfield Road and N. Holmes Street, south to the intersection of N.E.
42nd Street and N. Holmes Street in Kansas City, Clay County, Missouri;
providing for the payment of just compensation therefore; authorizing
continued negotiations and purchase by the Director of the Department of
Public Works; authorizing the filing of the petition for condemnation by the
City Attorney on behalf of the City; and directing the City Clerk to record
this ordinance in the office of the Recorder of Deeds for Clay County,
Missouri.

Nicolas Bosonetto, Public Works, testified that this ordinance will
authorize the Director of Public Works to authorize condemnation of
private property for public use along North Holmes Road, NE 42nd Street
and NE Greenfield Road. The City has proposed using 8 inches for the
construction of sidewalks for students to Crestview Elementary School.
The new sidewalk construction will provided improve connectivity for the
neighborhood and safer passage for students walking to the school.

community engagement policies, processes, and procedures for
significant infrastructure plans and projects in Kansas City; and to report
back to the City Council the City’s community engagement policies,
processes, and procedures within sixty (60) days.

Councilwoman Melissa Robinson, gave an overview of this ordinance that
directs the City Manager to develop and implement community
engagement policies, processes, and procedures for infrastructure plans
and projects and to report back to the City Council within 60 days.

Appropriating $1,873,000.00 from the Unappropriated Fund Balance of
the KCATA Sales Tax Fund to the KCATA Sales Tax account; authorizing
the Director of Public Works to enter into an agreement not to exceed
$1,873,000.00 with the Kansas City Area Transportation Authority
(KCATA) to provide additional funding to KCATA for enhanced security
until April 30, 2023; directing the City Manager to report to Council as to
the City’s ability to provide enhanced security funding in the KCATA
2023-2024 budget allocation within 30 days; and recognizing this
ordinance as having an accelerated effective date.
