Construction Co., for the Buckeye Creek Pump Station Screening and Instrumentation and Controls (I&C); authorizing a maximum expenditure of $6,160,000.00; authorizing a $699,037.00 design professional services contract Amendment No. 5 with Black & Veatch Corporation for the Buckeye Creek Pump Station Rehabilitation; and authorizing an extension of the term of Contract No. 1137 for an additional 455 days for a total term of 3,597 days (approximately 9.86 years) for a total contract amount of $4,407,450.00. 230878 - Ordinance was held on the agenda for two weeks. (Spire), for the Biogas Use Applications Project; estimating annual revenue in the Water Services Department Sewer Fund; and authorizing a contract term of twenty (20) years. 230891 - Ordinance was held on the agenda for two weeks A motion was made that this Ordinance be Hold on Agenda. The motion carried by the following vote: AVIATION Sponsor: Director of the Aviation Department Authorizing a Lease Agreement between the City of Kansas City, Missouri, Aviation Department and Bright Speed of Missouri, LLC at the New Terminal at Kansas City International Airport; and estimating revenue in the amount of $5,499.79 to the Aviation Fund. Pete Fullerton, Aviation Department, presented on this ordinance. This ordinance approves a lease with Bright Speed of Missouri for a total of 32 square feet of cabinet equipment space within the new airport. The term of the lease is for 5 years and 2 months. The lease can be renewed by the Aviation Department for five additional one-year periods. The estimated rental cost will be $5,499.79 the 1st year, plus annual adjustments A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 10/12/2023. The motion carried by the following vote: Sponsor: Director of the Aviation Department Authorizing a Lease Agreement between the City of Kansas City, Missouri, Aviation Department and Bright Speed of Missouri, LLC at 1 International Square at Kansas City International Airport; and estimating revenue in the amount of $30,635.86 to the Aviation Fund. Pete Fullerton, Aviation Department, presented on this ordinance. This ordinance approves a lease with Bright Speed of Missouri for space in the airport police building that tenants will occupy with equipment to provide communication services to all airport occupants. The lease totals 509 feet of lease space at the new airport. The rent rate averages to be $51.50 per square feet. The lease term is for 5 years and 2 months. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 10/12/2023. The motion carried by the following vote: Sponsor: Director of the Aviation Department Authorizing a Lease Agreement between the City of Kansas City, Missouri, Aviation Department and Southwestern Bell Telephone Company dba AT&T Missouri at the New Terminal at Kansas City International Airport; and estimating Page 2 of 5 Transportation, Infrastructure and Meeting Minutes October 11, 2023 Operations Committee revenue in the amount of $8,922.83 to the Aviation Fund. Pete Fullerton, Aviation Department, presented on this ordinance. This ordinance approves an agreement with Southwestern Bell (AT&T) at the new airport. The purpose of the agreement is to lease approximately 52 square feet of cabinet space in the data communication services. The lease is for a 5-year, 2-month term. Rent is predicted to be $223.20 for the first two months and then $8,922 for 1st year equipment space. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 10/12/2023. The motion carried by the following vote: Sponsor: Director of the Aviation Department Authorizing a $357,303.00 Amendment No. 7 with Wellner Architects, Inc. for Airport Facilities Development at KCI & CBW Downtown Airport for a total contract amount of $3,157,303.00; and authorizing a maximum expenditure of $393,033.30. Jade Liska and Dylan James both of Aviation Department, presented on this ordinance. Approval of the ordinance is an amendment No. 7 with Wellner Architects which will include designed management at terminal B & C at the airport. The total amount of the amendment is $393,030.30. This agreement provides the mechanism to develop project plans and specifications, assist securing project financing, provide construction management services and other related services. A motion was made that this Ordinance be Adv and Do Pass as Cmte Sub to the Council, due back on 10/12/2023. The motion carried by the following vote: Sponsor: Director of the Aviation Department Authorizing a $839,000.00 Amendment No. 7 with Paslay Management Group for the Owner's Representative at KCI Airport; and authorizing a maximum expenditure of $922,900.00. Jade Liska, Aviation Department, presented on this ordinance. This ordinance will approve the extension of amendment no. 7 with Paslay Management Group for additional scope work to continue through the end of December 2023. Services rendered included program administration, implementation of program controls and estimating, data management, review of project delivery and schedules, review of ADA, sustainability, inspections and safety. Roxsen Koch, Polsinelli, Law Firm, presented this ordinance. The ordinance authorizes the Director of Parks and Recreation to execute a warranty deed and to complete transfer of park property to Tiffany Spring Logistic and/or Renner 113 Tiffany Springs Logistics SPE, LLC. A motion was made that this Ordinance be Adv and Do Pass to the Council, due back on 10/12/2023. The motion carried by the following vote: ADDITIONAL BUSINESS 1. Finance staff will present the Five-Year GO Bond Plan and Five-Year Capital Improvements Sales Tax Fund Plan included in the Submitted FY 2025-2029 Citywide Business Plan. 2.
