Authorizing a $3,537,460.00 construction contract with Kissick Construction
Company, Inc., for the Relief Sewer: Hardesty Ave and 31st St project; authorizing
a maximum expenditure of $3,900,000.00; authorizing a $645,000.00 design
professional services Amendment No. 1 to Contract 1506 with Lamp Rynearson,
Inc., for Relief Sewer: Hardesty Ave and 31st St project for a total contract amount
of $1,185,000.00; and recognizing this ordinance as having an accelerated
effective date.

Andy Shively, Water Services Department, presented on this ordinance. The purpose of
this project is to provide additional conveyance measurements from combined sewage to
the Blue River Interceptor Sewer that will reduce combined sewer overflows in the Lower
Blue River Basin. The work is to be done under the construction contract which includes
2,977 linear feet of new sanitary sewer near Stadium Drive and US Hwy 40. The amount
of the proposed construction contract is $3,537,460.00 plus an additional amount of
$362,540.00 for a total of $3,900,000.00. The term of the project is 370 days. Handouts
are on file in the City Clerk’s Office.

Authorizing a $5,600,000.00 construction contract with Goodwin Bros.
Construction Co., for the Buckeye Creek Pump Station Screening and
Instrumentation and Controls (I&C); and authorizing a maximum expenditure of
$6,160,000.00.
Jeff Martin and Blake Anderson, Water Services Department, presented on this ordinance.
This ordinance is for approval for Amendment No. 5 with Buckeye Creek Station Screening
& Instrumentation and Controls in the amount of $6,160,000.00 which will provide
engineering office and field support services for the screening improvements. Field
construction phase services will be provided for all work to be done included in the
construction contract documents. This amendment will also provide a LiDAR Scan & BIM
for the entire pump station. The contract’s term is being increased by 455 days for a total
contract term of 3,597 days. A committee substitute was submitted on the ordinance.
Handouts are on file in the City Clerk’s Office.
A motion was made that this Ordinance be Adv and Do Pass as Cmte Sub to the
Council, due back on 10/26/2023.

Spire Missouri Inc. (Spire), for the Biogas Use Applications Project; estimating
annual revenue in the Water Services Department Sewer Fund; and authorizing a
contract term of twenty (20) years.

This agreement is with Spire Missouri Inc. for the Biogas Use Applications Project. This
agreement consists of services for the design, construction, directive and operation of a
system that will accept all the stored biogas from the Blue River Wastewater Treatment
Plant. This contract will be a long-term project of 20 years. There was extensive
discussion on this ordinance (including comments and questions from the committee
members). Handouts are on file in the City Clerk’s Office.
A motion was made that this Ordinance be Adv and Do Pass to the Council, due
back on 10/26/2023.
ADDITIONAL BUSINESS
1. Public Works Department will give an update regarding implementation of new parking
signs.
Held for two weeks (November 8, 2023).
2. Aviation Department will give a presentation regarding demolition of old terminals
Demolition at KCI Demo B and C.

Jade Liska and Melissa Cooper, Aviation Department, gave a complete overview of the demolition
project at KCI. An electronic file is in the City Clerk’s Office.
3. There may be a general discussion regarding current Transportation, Infrastructure and
Operations Committee issues.
