Authorizing a $1,481,880.00 contract with MegaKC for the Rehabilitate Relief Wells Phase
IV project at CBW Downtown Airport; and authorizing a maximum expenditure of
$1,630,068.00.

Jade Liska and Mike Waller, Aviation Department, presented. Approval of this ordinance
authorizes a $1,481,880.00 contract with Mega KC to replace four relief wells at the Downtown
Airport. There’s a total of 48 wells along the Missouri Levy System to keep the airport from
flooding. For this project there are 11 wells (seven wells are to be rehabilitated and four wells to
be replaced). This is the last phase of the project. This project is under the guidance of the Corps
of Engineers.

Authorizing amendment No. 6 with Alfred Benesch & Company in the amount of
$297,825.59 for the Front Street Improvement Study and Riverfront Trail I-35 to Chouteau
(Project Numbers 89008088 and 89020145) for a total contract amount of $2,271,325.54;
and recognizing this ordinance as having an accelerated effective date.

Nicholas Contreras and Chad Thompson, Public Works Department, presented. Approval
of this ordinance authorizes an amendment No. 6 with Alfred Benesch & Company in the
amount of $297,825.00 for the Front Street Improvement Study and Riverfront Trail I-35
to Chouteau. The amendment will allow the consultant to complete plans based on the
new phase to update the required federal funding and prepare the final plans for bid in
the next calendar year.

Authorizing a $1,100,000.00 design professional services contract with CDM Smith, Inc.,
for the Stormwater Collection and Green Infrastructure: 37th and Norton project;
authorizing a maximum expenditure of $2,200,000.00; and recognizing this ordinance as
having an accelerated effective date.

Andy Shively, Water Department, presented. Approval of the contract will authorize a
$1,100.00.00 contract with CDM Smith for storm water collection and Green
Infrastructure known as “37th & Norton project”. The project is to include separation of
approximately 195 acres and green infrastructure with the partnership of various
stakeholders. The City is undertaking a project to collect storm water, separate
combined sewers and implement green infrastructure to capture storm flows to achieve
higher levels of overflow control in the lower Blue River Basin. This Project is in relation
with the Federal Consent Decree regarding the City’s Overflow Control Plan. There was
much dialogue between committee and staff. Committee spoke highly of the project.

Authorizing a $3,000,000.00 construction contract with Leath & Sons, Inc., for the Sewer
Line Repairs at Various Locations Fiscal Year 2024 (On-Call Contract), Renewal No. 1
project; and authorizing one successive one-year renewal option without further City
Council approval.

Approval of this ordinance authorizes a contract with Leath & Sons Inc. in the amount of
$3,000,000.00. This is an on-call construction project to repair private sewer lines within
the easements or right-of-way (ROW) and public sewer mains at various locations (current
project locations are: 4th & Cherry and 15600 E. 40 Highway). This work will be done in
addition to the efforts of the Water Services Department's/ Sewer Line Maintenance
Division in the repairs of public sewer mains and private residential sewer adjacent
located within the public right-of-way or easements throughout the city. Multiple or no
work orders may be issued each month.

Director of General Services to execute a three (3) year lease agreement with an option to
renew for (3) additional years with MWT Bulk Services, LLC for the purpose of an office
and truck scale generally located at 1518 Woodsweather Road, Kansas City, MO 64105.

Ashley Wise, General Services Department, presented. The purpose of the ordinance is to
renew a long existing lease agreement with MWT Bulk Services, LLC, for an office and
truck scale in the West Bottoms.
